Bushfire Royal Commission Report Just The First Step: Ingram

The Independent Member for Gippsland East, Craig Ingram, has described the interim Victorian Bushfires Royal Commission report as a positive first step in the process of addressing the ongoing fire threat.

Mr Ingram -- a long-time campaigner for greater fuel reduction burning and improved public land and fire management -- today backed the report, which has made 51 recommendations on a range of issues including warning systems, information dissemination, the ‘stay or go’ policy, fire risk and refuge areas, fire responsibility and incident management.

"The interim report has been critical of the government and agencies handling of the fires and has focussed on protection of human life," Mr Ingram said.

Mr Ingram said a number of the recommendations in relation to neighbourhood safe areas or fire refuges and CFA advice to individuals or communities must come with legislative change to ensure clear and defendable legal protection for local government and other agencies or individuals who provided advice and services in good faith during fires.

"The next stage of the hearings and the final report will be the real test for government and it is unlikely that they will get off as lightly as I believe they have this time," he said.

"The interim report has outlined that the overwhelming highest number of submissions and engagement with local communities focussed on vegetation management, prescribed burning and fuel reduction as some of the major issues that need to be addressed.

"This is an area that the Royal Commission has not touched on yet, but must be a major focus of the next stage of the inquiry.

"The government has already flagged that it will release its own policy on this fuel reduction issue."

In his submission to the inquiry, Mr Ingram’s major focus was on prescribed burning, roadside vegetation and the restrictions on private landholders because of native vegetation retention laws.

"This was consistent with my previous and constant representation to government over the past decade and these are issues that must be fixed," Mr Ingram said.

"I believe that successive governments are also at fault, but the current government will clearly come under significant pressure as they have had numerous warnings and have failed to adequately address the issue.

"I will be following the next stage of the commission with great interest as this is where these issues will be discussed in more detail," Mr Ingram concluded.
