Council’S Asset Management On The Road To Improvement

Bass Coast Shire Council has identified seven key improvement opportunities in a comprehensive review of its Asset Management.

Council’s Assets Director, Guy Wilson-Browne, said the opportunities were ascertained as part of Council’s Best Value Program.

"The aim of the review was to assess community concerns and needs and then put in place a process to deliver a standard of service that meets community expectations.

"When it comes to maintenance of our parks and roads, for example, people want a quick response and good quality work," said Mr Wilson-Browne.

The Asset Management review included Council’s Parks and Roads Maintenance, Engineering Services and Asset Planning, which involve about 70 staff and an annual budget of $18.5 million.

Some of the review’s key improvement opportunities that were endorsed by Council at its 19 October 2005 meeting include:

· Restructuring the Assets Department to provide a greater focus on project management and infrastructure maintenance, including a new building maintenance department and project management department.

· Revising the Special Charge Scheme Policy for the construction of local urban roads and drainage. The revision will address current practice, construction standards, payment options and better documenting appropriate checks and balances.

· Having a single integrated project management unit being responsible for all aspects of the annual Capital Works Program implementation.

· Developing a 10-year Capital Works Program in accordance with Council’s Long Term Financial Plan.

· Developing service agreements between Council’s Community Service and Building Maintenance teams to ensure a consistent and responsive maintenance service.

· Establishing an organisation-wide Subdivisions team to oversee the development of revised design guidelines and construction standards for developers. This process will include a series of workshops with developers to gain their input and acceptance of the revised standards.

· Further revision of unsealed road maintenance techniques, including possible expansion of the dust suppressant program pending results of the current trial.

The Asset Management review is the most recent service to be reviewed under the Best Value process says Mr Wilson-Browne.

"Continuous improvement strategies form a crucial part of all of Council’s review processes.

"With the introduction of Business Excellence across the organisation, all services will continue to undertake ongoing self-assessments to identify improvement opportunities and develop and implement ongoing process improvement," he advised.
