Ingram outlines rural funding inequity

In a submission sent to Treasurer John Brumby, the Member for Gippsland East, Craig Ingram, has presented further detail outlining concerns about the inequities contained in the Grants Commission legislation which governs the distribution of the state and federal government’s funds to local councils for roads and other services.

"I have asked the Treasurer to investigate the disadvantage that the ‘as of right’ entitlement contained in the Grants Commission act causes rural and regional councils in Parliament in the past," Mr Ingram said.

"The submission contains my views on how state and federal governments have corrupted the funding distribution to councils to the great disadvantage of rural people.

"I see changing the Grants Commission act to remove the as-of-right entitlement as absolutely essential for the economic future of regions without large populations.

"It is a demonstrable fact that it costs more to provide all services to scattered, isolated ratepayers than to high density populations.

"The objective of the Grants Commission act is to ensure that each council in the state is able to function, by reasonable effort, at a standard not lower than the average standard of other municipalities in the state.

"This is in direct conflict with the clause that guarantees 30% of all state and federal funds are distributed on the basis of population.

"This is the direct cause of the fact that we in Gippsland and most rural areas pay a significant higher rate than most metropolitan ratepayers.

"If metropolitan ratepayers paid an average rate at the same level as the average paid by country ratepayers, they would pay an extra $880 million per annum.

"Unless we address this inequity, all other rural and regional programs to create growth and economic activity will ultimately fail," Mr Ingram concluded.
