Gippsland Water And Community Reach Agreement On Project

Gippsland Water is pleased to have reached agreement with concerned Warragul community members regarding a proposed structure that will prevent spills from one of the town’s major sewer systems.

This progress has come following a successful mediation session held by the Victorian Civil and Administrative Tribunal (VCAT) involving representatives from Gippsland Water and the Warragul community.

The structure, called a flow rate attenuation basin (FRAB), was proposed in a council planning permit application earlier this year and was met with interest and opposition from some community members who were concerned about potential odour, noise and amenity impacts.

The mediation session was aimed at discussing feedback from concerned community members and introducing changes to the planning permit application that would meet the expectations of all parties. Gippsland Water would like to acknowledge the cooperation and assistance of the residents and the council officers, particularly through the mediation process, which has allowed the proposal to proceed without a formal hearing.

Key changes to the application include increased tree planting following the completion of the project, removing the proposed access track to the structure, moving the location of the basin closer to the existing pump station – which will result in less trees being removed, commitment that the second basin proposed for the future will not be located within the park, and agreeing to divert the majority of the construction vehicles through an alternate entry way.

The attenuation basin will be an underground concrete tank linked to the existing sewer pump station (currently located near Rotary Park) and be used as an emergency wastewater storage during extremely high rainfall events that would normally see the system unable to cope with the increased flow. The structure will also be part of the long-term wastewater management strategy which will accommodate the expansion of Warragul.

Gippsland Water had earlier announced it would be planting at least 60 trees to replace the council-planted trees that will be removed to accommodate the structure, and that it would also undertake significant landscaping and beautification work around the park with particular focus around the area where the construction work will be undertaken.

Gippsland Water will also be sponsoring a series of artistic sign boards around the park’s walking trails to enhance the experience for visitors to the park as part of the project.

Gippsland Water’s managing director John Mitchell is very pleased with the outcome of the mediation and is happy that community support for the project has been achieved.

"Gippsland Water has a responsibility to its customers and the environment to deliver safe and reliable water and wastewater services, and this basin will be instrumental in achieving this by reducing the potential for sewerage spills," said Mr Mitchell.

"We have been investigating a solution to the capacity and sewer spill issues associated with the overall Warragul system for some time, and have devised this approach in consultation with Baw Baw Shire Council and the Environment Protection Authority," he continued.
