Phillip Island on 18-20 October.

For the second year running, residents and businesses are encouraged to get into the spirit of the event and ‘Get Dressed’ – that is decorate your home, businesses or school in your GP best.

To get involved, fill out a registration form available at any Council Customer Service or Visitor Information Centre from Monday, 30 September to receive a free starter kit while stocks last. Take a photograph of your creation (decorations aren’t limited to your starter kit) and mail it to Council or upload it with your contact details to www.basscoast.vic.gov.au/getdressed by 5.00pm on Monday, 14 October.

You will then go into the draw to win one of six Double Pass – 3 Day General Admission tickets or four Double Pass – Sunday General Admission tickets.

"’Get Dressed’ is about getting the community on board and helping to create a fantastic atmosphere," Council’s Events Coordinator, Frank Angarane said.

"We are hoping for even greater participation in 2013."

There will also be plenty of entertainment in Cowes throughout the MotoGP, once again focusing on Thompson Avenue and the Esplanade. Existing businesses throughout the CBD are also being encouraged to get involved.

"We want to create more of a street festival feel and motorcycle precinct," Mr Angarane said.

Encouraging businesses into the streets and accommodating motorcycle parking will help create this environment.

This year’s MotoGP will see the start of a new era of racing after the retirement of local hero Casey Stoner. The season is shaping up to be the most exciting yet with Valentino Rossi back at Yamaha, Andrea Dovizioso now at Ducati and up and coming superstar Marc Marquez at Honda, taking the season by storm. The Island is about to embrace this new era, where new champions will battle it out and new legends will emerge.

Mr Angarane said early interest is picking up as the competition intensifies. With the new surface on the Island circuit lap records and race times are expected to be blown out of the water.

"We’re expecting race enthusiasts to come out in force and help see in the start of a new era."

Mr Angarane said Council is working on traffic management plans, which will reflect the expected crowd numbers.

"We will continue to monitor the condition of roads and have a commitment from VicRoads and Council that these will be up to scratch," Mr Angarane said.

"Works will continue in construction zones on the Bass Highway and Phillip Island Road to ensure they are in the best possible condition for the event.

"We’ll be updating residents on traffic management closer to the event."
