Government process to determine Hazardous Waste Facility sites

Gippsland Water is currently upgrading its existing hazardous waste facility at Dutson Downs to improve operational and environmental performance.

Located on the Longford Golden Beach Road, Dutson Downs currently accepts and treats 70% of all hazardous (industrial) waste generated in the Gippsland region. In this regard Gippsland Water accepts waste generated by local industries such as Rosedale Leather, National Foods Morwell, Bonlac Darnum, Murray Goulburn Maffra, ESSO Longford. Gippsland Water is also licensed to accept these types of wastes from outside Gippsland.

The Chief Executive Officer of Gippsland Water, John Mitchell, says: “ Last year the State Government moved to establish new hazardous waste policy goals and in doing so constituted an Advisory Committee to establish a framework and process on the future of hazardous waste management in Victoria. Gippsland Water as the owner and manager of an existing waste management site is presently awaiting a report from this Advisory Committee, to enable it to fully assess current and future waste management constraints and opportunities”.

Mr Mitchell said: “Gippsland Water would like to emphasise that all existing hazardous (industrial) wastes accepted at Dutson Downs have been licensed by the Environment Protection Authority (EPA), and no new prescribed wastes can be accepted at Dutson Downs until any such proposal has been publicly advertised and thus provide the opportunity for public comment.”

Mr Mitchell concluded by saying “That no significant expansion in waste management treatment at Dutson Downs would be decided by the Board without first undertaking a public consultation process.”

The current works of building a laboratory, weighbridge, road and entrance will be undertaken by HCM Constructions Victoria Pty Ltd and are expected to be completed in June 2001.

“These works will assist in bringing the site up to best practice as required by the Environment Protection Authority (EPA). Gippsland Water needs to ensure it is striving to achieve best practice. In particular, the weighbridge and laboratory will allow us to more accurately measure and sample the wastes we are accepting at Dutson Downs”, Mr Mitchell said.

The roadworks will also limit the impact and risk associated with large trucks entering and exiting Dutson Downs.
