City Development
Proposed Amendment to the Franklin Place Development Plan
Item 14.1 | Time of decision: 42:00
Council endorse the amendment to the Franklin Place Development Plan (September 2018) subject to the following change being made; That the proposed lot density is reduced to 11 lots per hectare and notifies submitters in writing of councils decision.
Infrastructure and Recreation
Application to Round 2 of the Fixing Country Roads Program
Item 15.1 | Time of decision: 58:00
Council endorses application to the Fixing Country Roads Program Round 2 for up to a maximum of $1,150,000 in total for the following projects:
- Sealing of Black Tank Road and Railway Avenue, Glengarry (Estimated Cost of $350,000)
- Sealing of Buckleys Road, Hazelwood North (Estimated Cost of $400,000)
- Shoulder Widening of Flynns Creek Road, Flynn (Estimated Cost of $300,000)
- Sealing of McPherson Road, Moe (Estimated Cost of $100,000)
Also endorse the funding of Council’s contribution of up to $575,000 to be derived from a reduction of the scope of the 2019/20 Road Renewal Program
Latrobe Leisure Special Fees Policy

Council endorse the Latrobe Leisure Special Fees Policy, which includes: increasing Latrobe Leisure’s rate of concession to 25% for both casual entry and memberships. Provides a 40% discount for Off-Peak Memberships as a means to encourage access to Councils leisure facilities at a reduced cost. Provide a 20% discount for incorporated not for profit organisations and community groups that meet specific criteria outlined in the policy.
Council also supports the delivery of initiatives to increase participation rates in Council’s Leisure facilities and support the opportunity to expand marketing and engagement initiatives to increase facility utilisation
Delegate Authority to the Chief Executive Officer to Award a Footpath Contract

Council authorises the Chief Executive Officer to award the contract of the construction of a footpath on the road reserve surrounding the Latrobe Regional Hospital up to $750,000 including GST. This will be followed by a report to be presented at an Ordinary Council Meeting detailing the contract awarded by the Chief Executive Officer, and the successful contractor.

Corporate Services
Proposed Road Discontinuance – Verey Lane, Morwell
Item 17.1 | Time of decision: 1:06:15
Council reaffirms the resolution made at the Ordinary Council meeting held, 5 November, 2018 that the part of Verey Lane, Morwell is not reasonably required for public traffic and that the road reserve be discontinued and transferred to the Country Fire Authority.
Council also authorises the Chief Executive Officer to continue with the statutory process to discontinue that part of Verey Lane, Morwell.
Authorisation of Council Officers under the Planning & Environment Act 1987
Item 17.2 | Time of decision: 1:09:30
That Council is exercising the power conferred by Section 224 of the Local Government Act 1989 and Section 147(4) of the Planning and Environment Act 1987 (Act). This appoints and authorises Senior Strategic Planning Officer Angele Gleeson as an authorised officer for the purposes of the Act and associated regulations. Delegates and authorises the Chief Executive Officer to sign and seal the instrument of Appointment and Authorisation as presented which comes into force immediately the common seal of Council is affixed.
Tabling of Assembly of Councillor

That Council receives and notes the Assembly of Councillors records tabled for the period 21 January 2019 to 07 February 2019.
