Bins Wheeled Out Ready For New Collection ServiceTraralgon residents have been the first recipients of the new rubbish and green garden waste wheelie-bins. By news@gippsland - 19th May 2004 - Back to News Traralgon residents have been the first recipients of the new rubbish and green garden waste wheelie-bins which are being distributed in preparation for the introduction of Latrobe City’s new three-bin waste and recycling service on 1 July.
Cleanaway, the successful tenderer for the new service, began distributing the new wheelie bins on Monday, together with information packs which explain the new service. However, the new bins cannot be used until I July when the new service commences.
Latrobe City Manager Waste Services, Mike McCaughan, said it would take the best part of six weeks to deliver the 55,000 new bins required across the municipality. "By Friday 25 June, all residents and businesses across Latrobe City will have received their bins," Mr McCaughan said.
Mr McCaughan said most residents would receive two new wheelie bins, one for general waste and one for green garden waste.
"The new general waste or rubbish bin is a red-lidded 120 litre bin, smaller than the one residents currently use. The second new wheelie bin is intended for residents’ green garden waste, has a 240 litre capacity and has a lime green lid.
"Most residents keep their old 240 litre wheelie bin, and convert it to contain their recyclables, such as paper, cardboard, aluminium and steel cans, and glass and plastic bottles and containers," Mr McCaughan explained.
"General waste will be collected weekly, while recyclables and green garden waste will be collected on alternate fortnights. It means just two bins will be put out every week.
"Residents can keep the small black crates they currently use for recycling for a project of their own desire. These are no longer needed for the waste and recycling service, so they could be used by residents as a storage crate in the garage for example. Alternatively they can be disposed of at any of Latrobe City’s transfer stations free of charge.
"Each resident will receive a kit with their new bins that explains the new service in detail. The kit contains an information booklet, a calendar explaining which bins should be put out for collection which week, and two ‘Recycling Only’ stickers which are to be placed in position on the old bins when the service changes over on 1 July," Mr McCaughan said.
Latrobe City Mayor, Councillor Darrell White, said the new waste and recycling service was being introduced after considerable research and planning and would greatly enhance and facilitate the community’s environmental aspirations.
"This is a significant step towards every man woman and child in the community helping to make Latrobe a cleaner and greener society and meeting the challenges set by state governments in waste reduction through increased recycling," Cr White said.
"While the new three-bin service will suit most households, Council recognises that businesses and multi-unit dwellers may have different needs, and through consultation, we are trying to meet their requirements.
"For instance, many multi-unit dwellers live alone or as a couple, and would prefer to share their 120 litre garbage bin and 240 litre recycling bin, because the amount of waste and recycling that they generate is quite small. In such cases, neighbours are encouraged to share the service if they are in mutual agreement," Cr White explained.
"A number of multi-unit dwellers also have little or no garden to maintain, so they are able to share or opt out of the garden green waste collection. It’s all about coming up with a formula for them that meets their needs.
"There are options for businesses too. Some business generate a large amount of waste and recyclables and therefore use a commercial service, so Council is also facilitating their requirements," Cr White said.
Latrobe City Waste Education Officer, Peter Collins, said that the key point everyone needed to consider was the emphasis on recycling rather than just creating waste.
"Everyone will now have a 240 litre wheelie bin instead of the small recycling crate which they can fill with recyclables such as newspapers, glass jars and bottles, cardboard wrappers, plastic bottles and containers, drink cans and food tins. It means there will be much less actual waste going to scarce landfill, and that’s why people will not need such a large garbage bin any more," Mr Collins said.
"The recycling and waste service guide we are distributing with the new bins gives lots of hints on reducing household waste by separating recyclables, and tips on what can be placed in the green garden waste bin. There’s even information on composting and creating your own worm farm," Mr Collins said.
Gippsland Supervisor for Cleanaway, Jeff Sawyer, said there had been some minor changes to collection days in some streets.
"In the special information packages being distributed with the bins, there are details of collection days, as well as instructions for placement of the new bins on the roadside. Residents can quickly identify if there are any changes to collection days that affect them," Mr Sawyer said.
The key thing to remember is not to place any of the new bins out until the start of the new service on Thursday 1 July," Mr Sawyer added.
