Third Cell To Open At Hyland Highway LandfillLatrobe City Council’s largest civil works project, the third cell at the Hyland Highway landfill site, worth $4 million is due to open shortly. By Latrobe City - 22nd February 2012 - Back to News The new cell has been designed to receive 190,000 m3 of waste and will hold approximately 2˝ years worth of waste. A new leachate pond has also been built to protect the environment through a greater capacity to manage the water that falls as rain, travelling through the waste and flowing from the tipping cell.
Latrobe City mayor, Councillor Ed Vermeulen, said that the new cell is in the process of being licensed for use by the EPA and is regarded as best practice under the licensing regulations.
"An EPA-appointed environmental auditor has reviewed and approved design drawings, specifications and Construction Quality Assurance plans. We have engaged independent auditors and a technical specialist to oversee the construction works, including the placement of liner materials to protect the environment. Cell 3 more than meets EPA’s best practice guidelines," Cr Vermeulen said.
"It is worth noting that each household in Latrobe City creates around half a tonne of waste each year that is placed in their red-lidded garbage bin, ultimately ending up in landfill. There are around 30,000 of these bins in the municipality and the reality is that the days of digging a big hole in the ground, filling it up and forgetting about it, have long gone. EPA Victoria has very stringent regulations and guidelines that Council must follow and comply with when constructing and operating a landfill.
"Whilst our landfill is leading the way in the quality provision of municipal waste operations, we still need to remind the community that our focus is very much on recycling and reusing as much waste as possible. There are many ways in which the community can do their bit to help reduce the burden on landfill such as taking the time to separate their recycling, using compost bins and worm farms. We share the responsibility to change our habits," Cr Vermeulen said.
"Opening of the new cell will also allow for commercial waste operators to recommence tipping at the Hyland Highway landfill," Cr Vermeulen said.
Cr Vermeulen added that the entire landfill has a projected lifespan for the receiving of waste until 2018.
"Landfill cells will be progressively rehabilitated and aftercare will then continue for many years," Cr Vermeulen concluded.
Latrobe City Council operates the Hyland Highway Landfill facility at Loy Yang for the disposal of municipal and commercial waste. Cell 1 and 2 operational tipping activities commenced in late May 2009.
