As we approach the end of January it is timely to remind the community that the new school year will shortly commence and our younger citizens will again be hitting our footpaths in large numbers, on foot, scooters and bicycles. Our children will also be alighting from vehicles, both cars and buses, and numbers will be high at train stations and at bus stops.
As adult motorists we must be aware that children can possess little or no road sense. They are unpredictable, can be difficult to see and act on impulse. Once they make up their minds where they want to be, they can be quick to act and run across the road.
Please take care and slow down when driving past schools, paying particular attention to buses setting down children. This is of particular importance on our rural roads where buses stop near children’s homes. Be aware that children may unexpectedly run out from behind buses when they do not have a clear view of oncoming vehicles.
For schools on the standard 50km/hour roads, there are permanent 40 km/h speed limit signs around schools. Motorists must obey this speed limit at all times although some roads will only have the time-based 40 km/h speed limit signs in place.
On roads outside schools in 60 and 70 km/hour speed zones, a time-based 40km per hour speed limit applies between the hours of 8.00 am to 9.30 am, and from 2.30 pm to 4.00 pm on gazetted school days.
On 80-100 km/hour roads, a 60 km/hour time-based speed limit applies from 8.00 am to 9.30 am and from 2.30 pm to 4.00 pm. Normal 80-100 km/hour limits apply outside school times.

CRIME REPORT
ROBBERY - Nil for Dec (1 Nov)
ASSAULT - 21 for Dec (10 Nov) - Twelve charged with most offences arising in family violence incidents. One offender was charged with 24 counts of breaching an intervention order and another with assaulting a paramedic who had been called to assist the victim. In nearly all cases alcohol was a contributing factor.
ARSON - 5 for Dec (3 Nov) - Two vehicles were set alight after being stolen. Two bins were set alight near Kernot Hall.
PROPERTY DAMAGE - 41 for Dec (62 Nov) - Nine offenders charged and another suspect is sought for a large number of damages to vehicles. The offender/s are smashing at least one window on vehicles parked in driveways and streets. A number of vehicles were damaged in this manner in the Mitchell House area and patrols have been stepped up.
BURGLARY - 19 for Dec (37 Nov) - Four offenders charged with police looking for another in relation to thefts at the transfer station. Police have identified a suspect and are following up.
THEFT FROM MOTOR CAR - 23 for Dec (26 Nov) - Five offenders charged. A number of vehicles had windows damaged to gain access. Items stolen include cash, iPods, DVD players and tools.
THEFT OF MOTOR VEHICLE - 9 for Dec (13 Nov) - Three offenders charged with theft of motor vehicles from Massaro Motors. Most vehicles have been located and returned to the owners. One vehicle was located in Fairway Dr burnt out prior to the owner realising it had been stolen.
THEFT - 15 for Dec (15 Nov) - One offender charged with theft and deception charges after stealing an ATM card and using it. Fuel was stolen from two Service Stations. Police remind the community to be aware of their property at all times as a number of people have fallen victim to thieves when they have left property on top of their vehicles or in shops. When they have gone back to retrieve the property it is gone.
ISSUES RAISED – No December meeting.

TRARALGON MEETING and CRIME REPORT

Animal carcasses/rubbish being dumped in the McNairn Rd/Melrossa Rd area.

CRIME REPORT
ASSAULT - 15 for Dec (10 Nov) - In the majority of assaults most victims and offenders were known to each other and involved parties being affected by alcohol. Suspects have been nominated and will be interviewed. Six offenders charged to date.
ARSON - 2 for Dec (Nil Nov) - Two child offenders were cautioned for arson.
PROPERTY DAMAGE - 32 for Dec (23 Nov) - Seven occurred in the Post Office and Stocklands Plaza area. Another four were committed in the Gwalia Street/Argyle Street area and three more in the High Street/Breedon Court area. Most involved windows being smashed or graffiti.
BURGLARY - 24 for Dec (15 Nov) - Eight offenders have been charged with burglary. Most offences involved forced entry either by breaking windows, removing louvres on windows or jemmying doors. Tools from construction sites, garages or sheds were the most often stolen items.
THEFT FROM MOTOR VEHICLE - 33 for Dec (12 Nov) - Six occurred in the Sundale Road area in the western part of Traralgon and three occurred in the vicinity of Ethel Street. Six offenders have been charged with fourteen offences of theft from cars. Once again the majority of vehicles had been left unlocked making it very easy for these offenders.
THEFT OF MOTOR VEHICLE - 10 for Dec (10 Nov) - Most vehicles been recovered and returned to the owners. As with theft from motor car one of the contributing factors is the owners leaving vehicle unlocked and some leaving the keys in the ignition. This makes it ridiculously easy for thieves to steal the vehicle.
THEFT - 10 for Dec (19 Nov) - Various items were stolen from yards (2 garden ornaments in Campbell St), construction sites (fuel) and backyards (scooters and clothing.)

MOE MEETING and CRIME REPORT

CRIME REPORT
WILFUL AND OBSCENE EXPOSURE - 1 Dec (Nil Nov) - A male committed a wilful and obscene exposure in the Botanic Gardens and a suspect is to be interviewed.
ROBBERY - 1 for Dec (Nil Nov) - Four offenders charged with assault/robbery offences after an incident in the Botanic Gardens.
ASSAULT - 30 for Dec (19 Nov) Twenty were as a result of family violence incidents. Twenty-five offenders have been charged.
ARSON - Nil for Dec (4 Nov)
PROPERTY DAMAGE - 22 for Dec (26 Nov) - Most of the damages are evenly spread between the southern side of the railway line and the Newborough area. Only one property damage was committed in the CBD. Six offenders have been charged, some as a result of family violence. Three children were spoken to after throwing rocks from the Alexander Road overpass onto vehicles on the Freeway. This is an extremely dangerous practice that could result in a vehicle accident and even death.
BURGLARY - 14 for Dec (18 Nov) – 14 actual and six attempted burglaries on more secure premises. Four offences were committed in the Linton Ave/Reservoir Road area. Computers and entertainment equipment were the main items stolen from residences. Many residences were entered via unlocked rear doors. Whilst in the past it has been acceptable behaviour to leave a door open when away from home in today’s society unfortunately this is something that cannot be done.
THEFT FROM MOTOR CAR - 9 for Dec (5 Nov) - As well as the nine TFMC there were three attempted TFMC. Once again police remind the community of the need to lock vehicles as five of the vehicles that had items stolen were unlocked.
THEFT OF MOTOR VEHICLE - 4 for Dec (14 Nov) - One offender charged and is being investigated for other thefts across the Valley. Two vehicles have been recovered and returned. One owner had left the vehicle unlocked and the keys inside making it very easy for offenders to steal the car.
THEFT (OTHER)- 15 for Dec (13 Nov) - Three offenders charged. Cash from handbags, wallets and poker machines was the main item stolen. Moe Outdoor Pool had a panel of wire fencing stolen and police ask the community to report suspicious behaviour around parks, pools and other recreational venues when they are not operating.

CHURCHILL and DISTRICT MEETING and CRIME REPORT
PREVIOUS ISSUES – Police staffing during the opening hours for the new pub – Concerns passed to Insp West & OIC Churchill.
CRIME REPORT
ASSAULTS - 6 for Dec (3 Nov) - Three offenders charged. On at least four occasions alcohol consumption was a large contributing factor. Two were the result of family violence and one involved a brawl at a 16th birthday party on a neighbour’s lawn in Acacia Way. When the neighbour came out to investigate he was assaulted. Again alcohol was an issue.
ARSON - 1 for Dec (Nil Nov) - A pile of rubbish left outside a unit in Dunbar Grove was deliberately lit by unknown offenders. Damage was caused to the unit.
PROPERTY DAMAGE - 4 for Dec (6 Nov) One offender charged as a result of a domestic in Glendonald Rd. Neighbour involved in the assault at the 16th birthday party also had property damaged. A letterbox and windows were damaged at two other premises.
BURGLARY - 1 for Dec (2 Nov) - A vacant premises in Bookoola Pl was entered by smashing a window. Nothing was stolen however a number of holes have been caused by the offenders kicking walls.
THEFT FROM MOTOR VEHICLE - 13 for Dec (3 Nov) - Added to this were six more attempts to steal items or break into vehicles. A total of 15 of the 19 vehicles were left unlocked. Police again remind vehicle owners of the need to lock vehicles when away from them. No offenders have been charged.
THEFT OF MOTOR VEHICLE - 3 for Dec (Nil Nov) – Only one recovered by early January. A motorcycle that offenders attempted to steal had the ignition barrel damaged.
THEFT - 2 for Dec (6 Nov) - One victim had a mobile phone stolen whilst another left his wallet behind at a shop and it was gone when he returned to retrieve it.

ASSAULT - 2 for Dec (Nil Nov) - One offender charged with assaults after making threats against someone who had stolen items from a vehicle belonging to him.
PROPERTY DAMAGE - 4 for Dec (5 Nov) - TRUEnergy fell victim to vandals with a section of fencing cut. The cubby in the playground of the Uniting Church was also vandalised. Police ask neighbours of playgrounds, schools and kindergartens to be aware of suspicious activity around these places during holidays and weekends.
BURGLARY - 4 for Dec (1 Nov) - The Yallourn North Outdoor Pool kiosk was burgled twice with thieves stealing confectionary and ice creams. The football club was also targeted with alcohol being taken away in rubbish bins.
THEFT FROM MOTOR CAR - 1 for Dec (3 Nov) - One offender charged with theft from motor vehicle.
THEFT OF MOTOR VEHICLE - Nil for Dec (Nil Nov)
THEFT (OTHER) - 1 for Dec (1 Nov) - Copper wire was stolen from Yallourn North Power Station.
