Moe Underpass comes alive with light and colour

Residents of Moe celebrated the final touch to the Moe ‘Next Wave Youth’ project on Thursday, when Latrobe City Deputy Mayor, Councillor Lisa Price, officially flicked the switch to turn on the Wirraway Street Underpass’ new lighting.

The lighting now floods the underpass and its newly painted brightly coloured columns created through the talents of young people 13-16 years old, with a colourful blue hue.

Forming part of a multi-dimensional youth project, three short films by and about Moe youth have also been completed that associate themselves with the new lighting and column design. These films received state-wide recognition recently when Oscar award winning animation artist, Adam Elliot, launched the ‘Next Wave Colliding Worlds’ project in Melbourne, and the films were shown on the big screen at Federation Square.

Speaking at the local launch of both the underpass lighting and the short films, Cr Price stated that the project had come together as a partnership between the Next Wave Festival, Latrobe City Council, Quantum Support Services, Department of Human Services, the Neighbourhood Renewal program and the Moe Heights Residents group.

"This is a project where numerous beneficial outcomes have been achieved. Local residents had identified community safety issues for pedestrians with the existing lighting in the Wirraway Street underpass, together with youth unemployment and sense of pride as key issues needing to be tackled," Cr Price explained.

"Through a great deal of innovative thinking, a project was created that has generated many and varied benefits for local young people and the wider community. The result shows what local communities can do by sharing resources and working together," Cr Price said.

Mr Alan Wilson, CEO of Quantum Support Services, whose staff managed the project, concurred.

"In what other project can you achieve the refurbishment of public infrastructure, engage and bring a community together, unite youth to care about their home town, improve the public amenity and image of an area, provide skills and development to youth and create interesting and creative art?

"The result not only looks great but makes a statement to those outside of the area that this town of Moe is creative, clever, talented and proud," Mr Wilson said.

Residents and invited guests gathered over a light supper to view the short films at the Moe Neighbourhood House, another key supporter of the project.

Project artist Ben Walker said that the Next Wave festival is multi-faceted and focuses on youth between the ages of 16 and 26. "This year’s theme is ‘Unpopular Culture’ and the project aim was to explore this through light based art forms. This is why the blue light component to the underpass and the short films were chosen as preferred mediums to express the project concepts," Mr Walker said.

Key business supporters of the project are LV Bus Lines who provided transport for Moe residents to travel to Federation Square to see the films on the Big Screen, and Paintright Moe who donated paint for the underpass.

Cr Price commended Quantum Support Services staff and project worker Ben Walker for their contribution to the project.

"As underpass project supervisor, and a member of the committee, Council is delighted to see the results. This is a great example of residents, Council, business and our community organisations working together. It was fantastic to see representatives from each of the agencies working side by side with the project artist and the youth on site to meet extremely tight deadlines," Cr Price said.

The Wirraway Street underpass forms the entry to Moe Heights, and the lighting and column design is now open for the general public to view.
