HOT SPOTS – POLICE NEED THE PUBLIC’S HELP TO LOCATE TRAILER & WELDER STOLEN FROM MORWELL

Sometime between 4 p.m. on Wednesday 4th and 6.30 a.m. on Thursday 5th July 2012 unknown offender/s attended a construction site in McQuade St, Morwell with access gained to the site through the front gate. The offender/s then cut a large 12ml link chain, possibly using a grinder, which was securing a 6x4 red trailer to a large galvanised pole.

The trailer contained a new Lincoln Vantage 400 Electric driven Welder generator serial U1100605469 valued at $20,000. Both the trailer and the welder were stolen.

The trailer, registered number T86172, is described as bright red with white sun raiser tyres. The trailer & Generator were covered in 400 x 200 S&S Equipment Hire stickers.

STATE AWARDS PRESENTED TO LATROBE WATCHERS.

At Neighbourhood Watch’s Police Showband and Pipe Band concert at Morwell’s Kernot Hall held on 13th of June, the newly appointed State Manager of NHW Victoria, Gillian Metz, presented two NHW Victoria 2011 State Awards to three very deserving Latrobe Valley Neighbourhood Watchers.

The 2011 NHW Victoria David Lentin Award for the NHW Group with the Most Acclaimed Program was presented to the Latrobe Community Audits and Graffiti Removal Project. Gerard Traynor and Betty Glass accepted the award.

Gerard and Betty do an extraordinary amount of work in the area recording, reporting and cleaning graffiti and their hard work has led to the charging of offenders by Morwell Police members.

"This work was acknowledged in a letter from Local command last year thanking them for their assistance in combating graffiti and helping to create a safer community in Morwell," said police Community Liaison Officer, LSC Brett Godden.

The Latrobe Crime Watch newsletter received a Certificate of Merit in the 2011 Communications category. The Divisional Newsletter Editor, Dianne Godden, accepted the award.

"Dianne’s work with the Crime Watch newsletters has raised the profile of Neighbourhood Watch not just within Latrobe but in Baw Baw, Bass Coast and South Gippsland as well," LSC Godden said.

ASSAULTS - Nil for June (1 May)

PROPERTY DAMAGE - 1 for June (1 May) - The window of Webster’s Butchery, Yinnar was damaged overnight 4th June.

BURGLARY - Nil for June (1 May)

THEFT - 1 for June (Nil May) - Roofing sheets and a ladder were stolen from a property in Duke St, Boolarra sometime between 13th and 17th June.

CHURCHILL and DISTRICT MEETING and CRIME REPORT (INCLUDES JEERALANG)

ISSUES MAY – Nil

ASSAULTS - 4 for June (5 May) - In all incidents an offender has been charged. One offender will be charged with threats to inflict serious injury, assault with a weapon, unlawful assault, assault police, assault by kicking and resist police.

ARSON - Nil for June (1 May)

PROPERTY DAMAGE - 2 for June (6 May) - One offender charged as a result of a family violence incident whilst sometime around 3.30 pm on 25th June unknown offenders spray painted graffiti on the wall of Woolworths.

BURGLARY - 6 for June (4 May) -One offender charged whilst another has been cautioned for burglary. A stolen vehicle was used to ram the front doors of Freedom Fuel on 30th June. One of the offenders entered the store and attempted unsuccessfully to gain access to the in store ATM.

THEFT FROM MOTOR VEHICLE - 6 for June (4 May) - Two offenders will face one charge each whilst another will face four counts of theft from motor vehicle. The only unsolved theft involved an unlocked vehicle in Mimosa Cres where medication was stolen sometime between 21st and 25th June.

THEFT OF MOTOR VEHICLE - 3 for June (2 May) - All vehicles have been recovered with the offender who was charged with multiple thefts from motor vehicles being charged with TOMV. Two co- offenders will face a charge of theft of motor vehicle.

THEFT - 1 for June (2 May) - A mobile phone left momentarily on a counter was stolen.

MORWELL MEETING and CRIME REPORT(INCLUDES TYERS)

PREVIOUS ISSUES - Graffiti Latrobe Valley Wide – To District Information Unit and to Latrobe City Council. Untidy house in McDonald street – Is now being well maintained.

SEX OFFENCES - Three offenders charged with offences of a sexual nature. All three are offences of an historical nature where the victim came forward years later to make a report.

ROBBERY - Nil for June (1 May) - One person has been charged with making a false report.

ASSAULT - 22 for June (25 May) - 21 offenders charged. 13 of the incidents involved family violence. Police are following up suspects for an assault in Sherrin St on 15th June. A suspect is being sought after an unlawful assault in Vary St on 17th June.

ARSON - 2 for June (1 May) - One offender charged with criminal damage by fire after a stolen vehicle was burnt out. The other arson was also a stolen vehicle recovered burnt out in Fairway Drive.

PROPERTY DAMAGE - 31 for June (22 May) - 12 offenders charged. Eight of the incidents involved family violence. Four business premises had windows damaged overnight 6th June in the Buckley St/Collins St area whilst a vehicle parked in a car park nearby also had a mirror damaged.

BURGLARY - 15 for June (14 May) - Four offenders charged. Two burglaries committed overnight 5th June appear to be related. Cigarettes were stolen from Rintoull St Milk bar whilst the cigarette cabinet at the Caltex Service Station in Princes Way was damaged in an attempt to enter it.

THEFT FROM MOTOR CAR - 10 for June (30 May) - Overnight 19th June offenders jumped the fence of Gippsland Concrete and syphoned fuel from a truck. The previous night two batteries were stolen from a vehicle in the yard. During the second theft it appears another two batteries were stolen.

THEFT OF MOTOR VEHICLE - 8 for June (14 May) - Four offenders charged. Five vehicles have been recovered. A set of number plates from a Honda Civic White (XGL466) were stolen overnight 28th June. SAB958 a 2003 Holden ute black was stolen 26/06/12 from Bridle Rd, Morwell and XRD083 a 1991 Nissan station wagon silver was stolen 24/06/12 from Morwell railway Station car park. Both are yet to be recovered.

THEFT - 14 for June (21 May) - Four offenders charged. Two have also been charged with theft of and from motor vehicles as well as burglary charges. Another was charged with theft by finding after taking a purse left behind on a shop counter.

ISSUES RAISED JUNE – State of disrepair of old Village Cinema in Buckley Street – Brett to contact owner.

MOE/NEWBOROUGH MEETING and CRIME REPORT

Previous Issues - Pedestrian lights in Lloyd Street – sensor needs checking – Forwarded to Latrobe City. Graffiti Removal Team – Receiving training from the Morwell Team.

CRIME REPORT - ASSAULT - 22 for June (20 May ) - 23 offenders charged with a number facing multiple charges. Twelve incidents involved family violence. Police are following up a suspect in relation to an assault at Leggies.

ARSON - 2 for June (4 May ) - Two offenders charged with arson. Police are investigating a criminal damage by arson at the Moe Pony Club on 15th June. A white Mitsubishi van was seen in the vicinity around the time the council bins were set alight.

PROPERTY DAMAGE - 15 for June (28 May )- Five offenders charged with police following up a suspect for another incident. Three letterboxes were damaged or stolen overnight 2nd June in the Shanahan Pde/Torres St/Smallburn Ave, Newborough area.

BURGLARY - 13 for June (20 May ) - Two offenders who were charged with criminal damage offences have also been charged with burglary. All burglaries were committed on residential premises with the Moe Pony Club and Leisure Centre being the only non-residential premises entered.

THEFT FROM MOTOR CAR - 7 for June (8 May ) - All except one occurred in residential driveways. A set of indicators and casing was stolen from a vehicle parked in the Turfside Car Park on 4th June. Items stolen from vehicles included tools, coins, iPod and a wallet. An aerial and its mounting were removed from the bull bar of a vehicle in Vale St overnight 5th June.

THEFT OF MOTOR VEHICLE - 1 for June (3 May )- The only vehicle stolen during June, QYU861 a 1997 Nissan Station Wagon green in colour, stolen from Boormans St, Moe on 9th June has not yet been recovered.

THEFT (OTHER) - 15 for June (14 May ) - Six offenders charged. Police are following up suspects for two theft of petrol offences from BP Gunns Gully. Police are also following up a suspect in relation to the theft of a chainsaw from Home Hardware.

ISSUES RAISED JULY – Lloyd Street Level Crossing – pedestrians rushing to cross. NHW and Lowana College Community Partnership – Guest attendee Principal Jason Bek - proposal to clean Ollerton Avenue end of the rail trail.

TRARALGON MEETING and CRIME REPORT (INCLUDES GLENGARRY, TOONGABBIE, HAZELWOOD NORTH, TRARALGON SOUTH)

PREVIOUS ISSUES - Hoon driving in Newman Cres – Highway patrol have investigated and taken statements resulting in one vehicle being impounded for 30 days. Continue to gather information and report to police via Crimestoppers or 000 if continuous or if you can immediately identify the vehicles.

CRIME REPORT –ASSAULT - 20 for June (26 May) - 15 offenders charged, seven as the result of family violence incidents. Police are investigating an assault on two young males at McDonalds on 3rd June, which was committed by a group of males in a white van.

PROPERTY DAMAGE - 31 for June (26 May) - Six offenders charged. Six youths were observed running from the VLine yard in Princes Hwy after graffiti was sprayed on a number of carriages. All were young males wearing dark clothing, track pants and hoodies. Spray cans were seized by police.

BURGLARY - 12 for June (19 May) - One offender charged. The Green Olive Restaurant was broken into twice. The lone male offender was wearing a dark hoody and dark pants. It appears the same offender is responsible for both burglaries.

THEFT FROM MOTOR VEHICLE - 12 June (13 May) - All were committed at residential and rural premises. Two unlocked vehicles were entered in Mays Rd, Tyers overnight 24th June with cash stolen from both. A set of number plates was stolen from a vehicle in McGuire Crt, however the victim was not aware of the theft until he/she received an infringement notice from City Link.

THEFT OF MOTOR VEHICLE - 3 for June (6 May) - One offender charged and all three vehicles stolen have been recovered.

THEFT - 12 for June (14 May) - Four offenders will be charged with multiple counts. Two other offenders have been charged with single counts. Late night entertainment venues are still the main locations where handbags and purses are being left unattended whilst the victim goes for a cigarette, to the toilet or just dancing. Upon returning the theft is discovered.

ISSUES RAISED JULY – Youths lighting small fires in vicinity of Cameron St shops - to be passed to Traralgon for patrols. Kids throwing stones at buses and another residence - to be passed to Traralgon for patrols. Young children playing in kinder over weekends and school holidays - advised that without a complaint about damage or trespass from governing authority there is nothing to pursue. Bollard from Farrington Parade Park is now at a residential address - to be passed to Traralgon Police.

YALLOURN NORTH MEETING and CRIME REPORT

PREVIOUS ISSUES – Nil.

ARSON - 1 June (Nil May) - On 10th June offenders set fire to the bin at the Yallourn North Skate Park.

BURGLARY - 1 June (2 May) - Between 6th - 12th June offenders forced the canteen door at the Yallourn North Junior Football Club stealing food and drinks.

THEFT (OTHER) - 1 June (Nil May) - Police are following up a suspect to a theft which was committed at Foodworks on 2nd June.

SCHOOL’S BACK - KNOW YOUR SCHOOL CROSSING RULES

As we approach the end of the July school holidays it is timely to remind the community our younger citizens will again be hitting our footpaths in large numbers, on foot, scooters and bicycles. Our children will also be alighting from vehicles, both cars and buses, and numbers will be high at Latrobe City’s school crossings.

Please take care and slow down when driving past schools, paying particular attention to school crossings and buses setting down children. Please remember the 40 km/h speed limit applies between the hours of 8.00 am to 9.30 am, and from 2.30 pm to 4.00 pm on gazetted school days. Speed limits may be higher in rural areas.

Latrobe City's Senior Local Laws Officer, Steve Wright, explained there are 36 supervised school crossings within Latrobe City which are manned by school crossing supervisors.

"Supervisors cannot maintain a safe environment on their own; motorists need to play a part as well. Exercise caution when near school crossings, remembering the 40 km speed limit. Be aware that sometimes conditions will demand even slower speeds are needed."

"Next time you approach an operational school crossing in your vehicle, please take time to consider the supervisor and their important role in road safety. They will try to keep traffic moving freely with minimal interruptions, but if you are held up, please be patient and remember that school crossing supervisors are dedicated to getting children safely across busy roads to school and home again throughout the year in rain, hail or shine," Steve Wright said.

Latrobe’s police Community Liaison Officer, Leading Senior Constable Brett Godden said, "The law is clear when it comes to school crossings. Drivers must be aware that the school crossing supervisor is also a pedestrian. Drivers may not enter the school crossing until the school crossing supervisor is completely off the road."

  • "When approaching or stopping at a children’s crossing a driver must; approach at a speed at which the driver can, if necessary, stop safely before the crossing.

  • stop as near as practicable to, but before reaching, the stop line at the crossing if -

(a) a hand-held stop sign is displayed at the crossing; or

(b) a pedestrian is on or entering the crossing.

  • not proceed until there is no pedestrian on or entering the crossing and the holder of the sign –

(a) no longer displays the sign towards the driver; or

(b) otherwise indicates that the driver may proceed; and

  • not proceed until there is no pedestrian on or entering the crossing."

"Both Victoria Police and Latrobe City Local Laws Officers will be patrolling school crossings when school resumes and on the spot fines and council infringements will be issued to motorists who break the law around school crossings," LSC Godden said.

CRIMESTOPPERS’ DOB IN A HOON HOTLINE

Victoria Police say the biggest driver of fear in the community has been proven to be graffiti and hoon driving. Police will be actively gathering intelligence and then targeting identified hoon drivers to remove them from our streets. Police emphasise the public reporting of hoon driving to police will be the major driver of the police hoon strategy.

The state-wide Crime Stoppers Hoon Hotline gives the public the opportunity to get actively involved in assisting police with targeting offenders and making our roads safer.

Drivers who exceed the speed limit by over 45 km/h, engage in dangerous driving practices or street race against other motorists may have their vehicle towed away and seized under the new hoon amendments for 30 days and three months for repeat offenders.

Public information is used to build a picture of hoon behaviour in local areas and helps police to plan enforcement patrols. Public reports are valuable; however it is police catching offenders in the act that results in vehicle impoundments, unless a witness is prepared to make a statement.

Crime Stoppers figures show that the community is increasingly using the Hoon Hotline as a powerful tool against hoon drivers. Reports can be made via the Hotline on 1800 333 000 or by visiting the Crimestoppers web page and following these links.

Hoon information you should record includes the type of vehicle, registration, identifying features, car colour, time, date, location and if possible description of offenders.

LIQUOR LICENSING - MANDATORY FREE WATER

On the 1st of November 2010 Victoria’s liquor licensing laws were changed making it mandatory for licensees of venues supplying alcohol for on-site consumption to provide free drinking water to their patrons. It is a responsibility of licensees to ensure alcohol is consumed responsibly on their premises.

Drinking water when consuming alcohol slows down the rate of intoxication as well as providing an alternative to having an alcoholic drink.

It is up to the licensee’s discretion in deciding how to supply the water. This may take the form of a carafe or jug of water on each table, the provision of a self-serve water cooler away from tables, or supply of a glass of water on request from the patron.

However, failure by the licensee to supply free drinking water can result in substantial fines being imposed.

It is worth noting that under the new provisions a licensee may apply to the Director of Liquor Licensing for an exemption on a prescribed form and the Director may grant an exemption. In deciding to grant an exemption the Director must consider the risk of harm arising from the misuse and abuse of liquor supplied under the licence and the extent of the burden imposed on the licensee by the requirement to supply free drinking water.

Licensees had until 1 November to commence providing free water and after this date police and the Compliance Directorate began enforcing the new laws. Members of the public are able to report venues that are not compliant with the water requirements by emailing compliancedirectorate@justice.vic.gov.au.

Any initiative which may lower the number of intoxicated drivers on our roads or drunks causing problems in our streets is welcomed. By default, this new law may also lower our road toll if we have even a small decrease in the number of intoxicated pedestrians and drivers struggling to negotiate our roadways.

Failure to provide free drinking water could result in a fine of up to $3500.

NIGHT TIME BUS SERVICE NUMBERS STEADILY RISING

Latrobe Valley’s late night bus service from the Traralgon entertainment precinct began on Sunday morning 3rd of June. Aimed at ensuring Saturday night patrons clear Traralgon’s entertainment precinct in a timely and fuss free manner, patronage on the buses has been increasing each week with the final 4.30 a.m. service proving to be the most popular.

The 2.30 a.m. Traralgon – Morwell – Moe service had three riders the first week then 8, 6, 32, 13 and 17 in the following weeks.

The 3.30 a.m. Traralgon – Churchill service had one rider the first week then, 2, 6, 8, 1 and 10 in the following weeks.

The 4.30 a.m. Traralgon – Morwell – Moe service had nine riders the first week then, 17, 20, 33, 26 and 20 in the following weeks.

The division’s Community Liaison Officer, Leading Senior Constable Brett Godden said, "The CBD Safety Committee is really happy with the figures. As the word gets out about the service hopefully numbers will increase."

Officer-in-Charge of Traralgon Police Station, Acting Senior Sergeant Jeff Graham was also happy with the figures and said, "When you consider we are in the middle of a very cold winter and the first two weekends the service was running weren’t that weather friendly, the figures are good."

CRIME PREVENTION TIPS – NEVER LEAVE YOUR ELECTRONIC ITEMS UNATTENDED

When at work secure them in your locker. When in public hold your handbag close to your body. No matter where you are keep your valuables out of sight and never leave your property in clear sight in your motor vehicle.

One of the most popular and highly sought after items in today’s modern society are mobile phones, in particular the new iphones. These items are also the most sought after target for thieves. Trusting people who leave their phones unattended on shopping counters, in handbags in shopping trolleys, or on tables at entertainment venues when they go to purchase drinks or to attend rest rooms, are inviting the opportunistic thief to steal their property. Always keep your electronic devices with you. Never leave them unattended.
