East Gippsland Shire Council To Present Motions

The East Gippsland Shire Council will present four motions to the National General Assembly of Local Government to be held in Canberra from 7-10 November.

The Australian Local Government Association (ALGA) is the peak national body representing Local Government and meets annually to set the national agenda for Councils across Australia.

Motions can be considered from State Local Government associations or from individual Councils, but must be nationally significant.

Mayor Harvey Bates said that four issues had been identified as being particularly relevant to East Gippsland:

  • cost shifting and inter-governmental relations;
  • federalism and the policy on regional and rural Australia;
  • Roads to Recovery funding; and
  • population change and coastal area development.

"Our objective in presenting the motions is to ensure Council assets are developed and maintained in a responsible manner, " he said.

"We are also seeking to provide strong and transparent leadership and to foster a vibrant and prosperous local economy."

The four Motions to be presented are:

1: Cost Shifting and Inter-Governmental Relations

That the ALGA initiates a conference of peak bodies to establish the parameters for a review of the roles, responsibilities and financial arrangements of the three spheres of Australian government and that appropriate representation be invited to such a conference from the Coalition of Australian Government (COAG); Federal, State and Local Governments; academia; welfare groups; business associations; taxpayer and ratepayer associations, retirees and youth.

2: Federalism and the Policy on Regional and Rural Australia

That the ALGA encourages the Federal Government to actively pursue the development and implementation of new policies to achieve a sustainable rural and regional Australia that includes:

  • a guaranteed level of physical, social and technological infrastructure within rural and remote communities; and ~
  • allocation of increased direct Federal Government funding to non-metropolitan Councils.

3: Roads to Recovery Program

That the ALGA pursues full and direct Roads to Recovery Program 2 funding to each Council to at least the levels contained within the inaugural Roads to Recovery program with road priorities determined by each Council, and that regional transport priorities be the subject of separate funding under the Federal Government's Auslink program.

4: Population Change and Coastal Area Development

That the ALGA pursues Federal Government funding to be provided directly to Councils that are experiencing development pressures in Coastal areas in order to meet the increasing planning and infrastructure demand for residential development.
