Street Lighting In The Spotlight

Bass Coast Shire’s commitment to addressing local greenhouse issues has been recognised in a special presentation from the International Council for Local Environment Initiatives (ICLEI).

Bass Coast Mayor, Cr Neville Goodwin was presented with an award and certificate acknowledging Council’s Sustainable Public Lighting Action Plan. The Plan aims to reduce greenhouse gas emissions from public lighting.

"Street lighting accounts for nearly 50% of Council’s greenhouse gas emissions," said Cr Goodwin.

"It is the single largest consumer of electricity in our operations. Obviously being able to reduce emissions in this area is going to have a significant impact on the level of our overall emissions."

Bass Coast has been part of the Cities for Climate Protection (CCP) programme since 2004. As part of this program, Council has committed to reducing corporate emissions by 2015.

"Our goal is to reduce emission levels to 20% below the 2001 levels," said Cr Goodwin.

"Reducing greenhouse gas emissions from street lighting is a major factor in being able to reach that target."

Cr Goodwin said the aim of the Sustainable Public Lighting Action Plan was to replace existing energy inefficient lighting with safe, reliable energy efficient technology.

"We will be doing a cost analysis on changing over to more energy efficient lighting," said Cr Goodwin.

"This will involve balancing the implementation costs against the potential savings and the benefit for the environment.

"For example, at the moment, over 70% of our street lighting stock is 80 watt mercury vapour lights, which are very energy inefficient.

"Obviously if we can change to a more energy efficient light, this will have a considerable long term benefit," continued Cr Goodwin.

"We will work closely with the electricity providers on this, as ultimately they are responsible for the maintenance of the lighting.

In June 2006, Council adopted a Local Greenhouse Action Plan (LGAP) to support a range of actions and strategies to reduce greenhouse gas emissions. An action within the LGAP was the development of a Sustainable Public Lighting Action Plan.

The Sustainable Public Lighting Action Plan was endorsed by Council at the Ordinary Council meeting on 18 April 2007.
