New Cell Underway For Hyland Highway Landfill

Works to construct a new cell at the Hyland Highway Landfill are underway with the completion of the audit of the new cell design and technical specifications by an EPA-appointed Independent Auditor.

Latrobe City mayor, Councillor Darrell White, said that in accordance with EPA Victoria licence conditions and best practice, Council is committed to ensuring that all requirements of project specifications have been met.

"We have engaged a Geotechnical Inspection and Testing Authority Auditor and a Third Party Construction Quality Assurance (CQA) Auditor to ensure all regulations are met. Further to this an environmental auditor has been appointed under the Environmental Protection Act 1970 to prepare an environmental audit report verifying the cell liner and leachate collection system are constructed in accordance with the technical specifications, the CQA plan and construction drawings and any other EPA Victoria approved documentation.

"On the strength of all these assurances, recommendations are then made to EPA Victoria for licensing and tipping approval" Cr White said.

Chair of the Latrobe City Council Hyland Highway Muncipal Landfill Consultative Committee and Gunyah ward councillor, Ed Vermeulen said that the bulk excavation works for this new cell commenced in November and are almost complete.

"Works for lifting and extending the access road at the north of the current tipping cells to allow for a correct shedding and management of stormwater are well underway. As part of these works a new stormwater pipe was laid and a bund wall created to direct water around the tipping cells, rather than draining into them, which could have resulted in increased leachate volume and erosion issues.

"The liner construction works have commenced with high quality impermeable clay currently being placed within the new cell base and on the wall batters," Cr Vermeulen explained.

Cr Vermeulen said that the third cell would have approximately 130,000 m3 of airspace, which will be sufficient for approximately 2½ years.

"The entire landfill has a projected lifespan for the receiving of waste until 2018. Landfill cells will be progressively rehabilitated and aftercare will then continue for many years.

"We are very much aware of the environmental issues and aftercare programs that need to be put into practice to ensure the integrity of the site and the local environment," Cr Vermeulen concluded.
