East Gippsland Councillor Portfolio System Formalised

The East Gippsland Shire Council has formalised the Councillor portfolio system that was introduced after the 2003 elections.

Council adopted CEO Steve Kozlowski’s recommendation at its Wednesday Meeting and allocated portfolio responsibilities to the Shire’s eight elected representatives.

Mayor Harvey Bates said that while the system has been working ‘informally’ since the elections, Council and our CEO believes it can be improved by broadening it to cover all council responsibilities

"The plan is to make best use of Councillor’s interests and talents," he said.

"The portfolio system has a number of benefits including being able identify quickly the Councillors to whom a particular matter should be referred.

Cr Bates said the system also allowed Councillors to focus on specific areas so that each can develop their specialist knowledge and skills.

"It also provides an incentive for professional development, builds continuity of knowledge and expertise and accommodates special talents and interests," he said.

Portfolio allocation:

  • Transport - Crs Bommer, Buckley, Eagleson and Freshwater;
  • Environment - Crs Bommer, Eagleson, Freshwater and Rowe;
  • Economic Development and Tourism - Crs Bates, Bommer,

Freshwater, Rowe and Treasure;

  • Emergency Management - Crs Buckley, Freshwater and Rowe;
  • Planning - Crs Bates, Bommer, Eagleson, Freshwater and Treasure;
  • Health and Community - Crs Bommer, Buckley, Rowe and Treasure;
  • Arts, Culture and Heritage - Crs Bates, Rowe and Treasure;
  • Waste Management - Crs Bommer, Buckley and Sheppard;
  • Commercial Assets - Crs Bates, Eagleson, Freshwater, Rowe and Sheppard
  • Governance - Crs Bates, Bommer, Rowe, Sheppard and Treasure.

Cr Bates said that the portfolio system would be reviewed within six months after each Council general election.
