Latrobe City Council is inviting experienced outdoor mural artists and artist teams to submit an Expression of Interest for a new public artwork at the Churchill Monash Way underpass. The mural will be based on a design and colour palette shaped by previous community consultation and animal silhouettes created by Kurnai College students, while allowing the successful artist or artist team to bring their own interpretation to the final design.

Latrobe City Council Mayor, Councillor Sharon Gibson, said the project was the chance for locals to get creative, while improving a well-used public space. "Art has the power to bring a place to life and help the community to have spaces we can all be proud of. We're looking for an experienced artist, or group of artists, who can create an impressive, vibrant mural, work with the community and help make this underpass more welcoming for people walking and cycling through Churchill."

The mural is planned to be completed in early 2027. The project will see the existing underpass tunnel and side abutment walls transformed through a large-scale mural. Located on Monash Way in Churchill, the pedestrian and cycling underpass is an important connection between residential areas and the local shopping centre. The site has been selected in consultation with the community to help make the space feel more welcoming, vibrant and safe.

The successful artist or artist team will be responsible for finalising the mural design with Council, preparing the site, delivering the painted mural, facilitating a community painting day and applying anti-graffiti coating once installation is complete.

Artists with experience delivering large-scale outdoor murals are encouraged to apply. Knowledge of, or connection to Churchill and the broader Gippsland region is desirable, but not essential. Learn more and submit an EOI via council website. Expressions of Interest close Friday 6 November 2026 at 5pm.
