New Look Band Hall And Toilets At Morwell Town Common Work on a new-look band hall and public toilet block has been completed as the first stage of the redevelopment of the Morwell Town Common. By Latrobe City Council - 6th July 2007 - Back to News Latrobe City councillor, Darrell White, said that the completed works demonstrates significant progress on upgrading the Town Common for enhanced public use.
"Other areas in the development plan include construction of a car park in White Street, a new picnic shelter currently under construction by the Rotary Club of Morwell, as well as a network of concrete pathways connecting the White Street car park, playground, public toilets and the Chapel Street car park," Cr White said.
Cr White said that as part of the redevelopment of the common area, council decided to construct a new toilet block designed around a ‘family module’ principle.
"As many of the town common users are parents and carers with young children, it was decided that the best location for the new block was facing the playground. In order to do this, it was decided to create the facility as part of a refurbishment of the premises occupied by the Latrobe City Brass Band," Cr White explained.
Latrobe City’s recreation development officer, Simon Clark, said that the new public toilet will comprise an accessible cubicle which contains a toilet pan with handrails suitable for people with a disability. "This will ensure users of the soon to be installed access for all playground equipment, have a suitable facility for their needs," Mr Clark said.
"It also contains a junior toilet pan, baby change table, breast feeding seat, and hand basin. In addition, there are three single cubicles facing the playground," Mr Clark said.
"The new toilet block was designed to meet CPTED (crime prevention through environment design) principles aimed at eliminating blind spots around the toilet. Parents at the playground will be able to confidently send their children to the toilet as a clear line of sight is maintained. The toilet cubicle doors are held open when not in use and will operate during daylight hours," Mr Clark added.
George Davis, president of the Latrobe City Brass Band said that the design of the new band hall area involved major renovations to the interior of the building.
"The aim was to open up the area which comprised numerous small rooms with different floor levels. Walls were demolished, specially designed support beams were installed to support the roof trusses, the building was rewired, and new surface finishes selected with a focus on noise attenuation, as well as a relocation of services," Mr Davis said.
The development of the Morwell Town Common has been funded by Latrobe City costing around $130,000 to date and supported by the generosity of the Rotary Club of Morwell.
Cr White added that future stages of the plan include the further construction of the Chapel Street car park, extension of the existing playground with the installation of Access for All Abilities play equipment, extra barbeque facilities, an outdoor stage, landscaping, seating, drainage and security lighting.
"Latrobe City is delighted that with the support of the working group comprising Latrobe City Brass Band, Advance Morwell, Rotary Club of Morwell and the Morwell Historical Society, the redevelopment of Morwell Town Common is well underway. With the safer toilet facilities, an upgraded band hall and improved car parking and pathways the community can take pride in this recreational facility and enjoy using the playground facilities," Cr White concluded.
