Submit your feedback on the Draft Precinct Master Plan to help shape Victory Park by 9 September 2025Latrobe City Council invites community feedback on the draft Victory Park Precinct Master Plan, guiding future upgrades to parks including Newman Park. By news@gippsland - 7th August 2025 - Back to News Community members can now review the draft Victory Park Precinct Master Plan and share their feedback on the future of Victory Park. At its July council meeting, council endorsed the release of the draft Master Plan for community feedback. The draft Master Plan provides future direction for development of the precinct which is inclusive of Eric Taylor Reserve, Doorty Park, Newman Park, Victory Park and Bert Thompson Reserve. 
The draft Victory Park Precinct Master Plan outlines staged improvements to parks, play spaces, pathways, and facilities - community feedback is invited before submissions close Tuesday 9 September 2025 Newman Park is one of Latrobe City's four regional play spaces, and the last in the municipality to undergo planning works required for an upgrade. The draft Master Plan is proposed to be delivered in stages and over several years, dependent on budget. Shaping Victory ParkLatrobe City Council Mayor, Councillor Dale Harriman said council is excited to hear community thoughts on improvements to the Victory Park Precinct. "We know how well-loved Newman Park is, this is your opportunity to have your say about how you use the Precinct and what you would like to see in the future. Your feedback matters." "Prior to the design of the draft Master Plan, input was sought from several stakeholders including the Victory Park Precinct Advisory Committee and the Traralgon First Scouts Group. This feedback supported greater understanding as to how the Precinct is utilised and informed the development of the draft Master Plan." "Several areas of improvement have been known to the council. We have heard community feedback and included such improvements in the Draft Master Plan which includes revitalisation of the dog park site to improve the aesthetics for users and their pets," said the Mayor. Precinct renewal plannedThe draft Master Plan has been developed in line with council's Public Open Space Strategy and Play Space Strategy and notes key improvements to the Precinct. Proposed improvements include: - Pedestrian experience on walking tracks
- Through simple realignments and landscaping
- Improving the safety for users
- Significant improvements to the Newman Park play space
- Re-designing the space to improve visitor experience to a regional standard
- Revitalising the dog park site to a gathering space with shade
Seating and other supporting infrastructure and relocation of toilet blocks for improved accessibility and safety in accordance with the Latrobe City Council Public Toilet Plan. Council will seek funding through government sources to fund the proposed works, with planned upgrades to Victory Park Precinct Master Plan to begin with stage one at Newman Park. Upgrades are then proposed to happen in nine stages across the Precinct, with an estimated cost of $8.84 million. A drop-in session will be held in the Macfarlane Burnet Room at the Traralgon Service Centre and Library on Tuesday 2 September 2025 from 3pm to 6pm. Submissions close 5pm, 9 September 2025.
