Bass Coast Council releases first Q1 2025-26 Performance Report, highlighting progress, finances, and key Council Plan achievements

Bass Coast Shire Council has released its first Quarterly Performance Report for 2025–2026, marking an important milestone in delivering the new Council Plan 2025–2029 and Community Vision 2045. The Q1 2025–2026 report provides a clear and accessible update on the progress of Council’s Annual Action Plan, financial performance, and capital works program for the 3 months ending 30 September 2025.

Key changes

This is the first quarterly report to feature Council’s refreshed corporate style and improved structure, providing a stronger connection to the Council Plan, Annual Action Plan and other strategic documents. Council has introduced several improvements to make quarterly reporting easier to understand and more meaningful for the community.

New structure, with four streamlined sections

  • Annual Action Plan Update, Quarterly Highlights, Financial Report, and Capital Works Status Report
  • Expanded Quarterly Highlights
  • Updated status icons and definitions to provide clearer tracking of progress.
  • New Annual Action definitions to support transparency across the 2025–2026 reporting year.
  • New approach where the Annual Report 2025–2026 will incorporate the Q4 Performance Report, creating a single, more cohesive document

Of the 27 Annual Actions for 2025–2026, 25 are on track and 2 are delayed but expected to recover by the end of Quarter 2. Key Q1 achievements include:

  • Major strategic documents progressed, with the draft Community Vision 2045, Council Plan 2025–2029, Long-Term Financial Plan, Asset Plan, Healthy Safe and Resilient Bass Coast Plan, Disability Action Plan and Domestic Animal Management Plan all endorsed for community consultation and later adopted in October
  • Wonthaggi closed landfill capping project advancing, with site preparation complete and intermediate cover underway
  • Delivery of 12 Living Lightly workshops across the Shire in partnership with local groups
  • Release of the Functional Layout Plan tender for Stage One of the Phillip Island Sporting Precinct

Council has reported a year-to-date operating surplus of $58.1 million, which is $2.6 million favourable to budget. This reflects the timing of annual rates revenue and lower-than-forecast materials and services expenditure.

Council financial surplus

The forecast full-year Operating Surplus is $5.3 million, which is $6.8 million favourable to the adopted budget. This includes $8.4 million in unbudgeted capital grants supporting important projects such as the Cowes Foreshore Precinct, Silverleaves sand renourishment, Maher’s Landing Stage 2 and the Inverloch Surf Life Saving Club seawall repairs. Council is forecasting a Funding Statement surplus of $235,000, supported by increased operating grants and interest earnings.

Bass Coast Mayor, Cr Rochelle Halstead said the refreshed report reflects Council’s commitment to openness and good governance. "This new-look quarterly report gives our community a clear view of how we are delivering on the priorities they helped shape."

"It demonstrates strong early progress under our new Council Plan, responsible financial management, and continued investment in the projects and services that matter most," Cr Halstead said. The September 2025 Quarterly Performance Report is now available on Bass Coast Shire Council website.
