Proposed library and learning centre changes aim to reduce costs while meeting community needs in Baw Baw Shire

Baw Baw Shire Council proposes adjustments to the Library and Learning Centre, removing basement and timber structure to stay within budget while delivering community, cultural, and co‑working spaces.

A number of adjustments to the upcoming Library and Learning Centre have been put on the table to ensure the project remains financially responsible and aligned with community needs. Following a review of the project scope as part of the project’s ongoing planning and delivery process, several adjustments have been proposed to funding partners including the removal of the basement and the building’s timber structure.

With $10 million Council contribution and state funding, Warragul’s Culture and Connection Precinct will enhance open spaces, community facilities, and social infrastructure for future generations

Library plan changes

These changes to the library have been lodged with both State and Federal funding bodies and Council is awaiting final approval as per standard funding process. No final decisions have been made at this stage. The basement car parking provided for 16 car spaces. Council is now proposing to provide approximately an additional 22 car spaces at the existing West Gippsland Arts Centre and surrounding area.

The proposed removal of these two elements will not affect the project’s overall purpose to provide a new community building, library, improve open spaces and maximise opportunities for community connectedness, however will see the overall project budget reduced. The precinct will provide vital social infrastructure right in the heart of Baw Baw Shire for our rapidly growing community for generations to come.

Library scope review

Baw Baw Shire Mayor Councillor Kate Wilson says the decision to explore the removal of the basement and the building’s timber structure reflects responsible project management. "We want to be open about the proposed changes being made and communicate these to the relevant funding bodies, and community."

"We simply have a financial shortfall with this project so we are exploring the decision to rework the scope to ensure we can deliver it within our budget. Council has committed $10 million towards the new Library and Learning Centre with the balance being funded through State and Federal Government grants."

"We will continue our advocacy efforts with the State and Federal Governments and seek opportunities to meet with key government decision makers to spread awareness and interest in the project as it starts to take shape this year. With our booming population, this space is a much-needed asset to provide our community a place to learn, connect and engage in cultural activities," Cr Wilson said.

Warragul library update

The procurement process for the construction remains ongoing with shortlisted contractors. Early construction works are expected to commence mid this year, following acceptance of changes with funding bodies. The tender for early works is expected to be awarded at a future Council Meeting.

A planning amendment submission to support the redesign has been lodged with Council’s Planning Team and is currently under review. The Library and Learning Centre will be located on the corner of Albert Street and Civic Place in Warragul. The new centre is set to include:

• New community library, including a children’s library, maker’s space, video gaming, reading, collection and study areas
• Creative and cultural space
• Community meeting rooms
• Consulting rooms
• Co-working spaces
• Public terrace area
• Changing Places facilities
• Public amenities including a parent’s room and accessible facility
• Plaza and pedestrian connection to the West Gippsland Arts Centre
• Outdoor Activation Space
