Council To Exhibit Flood Controls And Seek Community Feedback

Latrobe City Council will place proposed new flood controls (Amendment C9 - Flood) on public exhibition from 31 March 2011 for a period of two months.

Amendment documents will be available for viewing at Latrobe City Council service centres in Churchill, Moe, Traralgon and Morwell; and at post offices in Boolarra, Glengarry, Toongabbie, Tyers and Yinnar.

Information will also be available online at the Latrobe City Council and Department of Planning and Community Development (DPCD) websites.

During the exhibition, all landowners, occupiers and agencies likely to be affected will be notified in writing and written submissions from any member of the community will be invited for consideration.

Latrobe City mayor, Councillor Darrell White, explained that flood amendment C9 is required to consider the risk that floods pose to life, property and community infrastructure.

"The amendment, prepared in partnership with the West Gippsland Catchment Management Authority (WGCMA), proposes to introduce new flood provisions to the Latrobe Planning Scheme. The amendment affects land that is subject to flooding from a number of rivers and creeks and applies to both public and private land throughout the municipality.

"The new flood provisions do not prohibit development but instead help to ensure that new development is designed with the flood risk in mind. Amendment C9 will provide an improved planning framework for existing and future development within flood affected areas. The information will also be used to help plan and prioritise emergency management, drainage improvements and flood mitigation," Cr White said.

The new flood provisions are based on updated data from four flood studies carried out in Latrobe City namely, the Flood Data Transfer Project (2000), Traralgon Floodplain Management Study (2000), Narracan Creek Flood Study (2007) and Waterhole Creek Flood Study (2007), together with revised mapping for three smaller towns provided by the WGCMA.

Land Planning Manager with the WGCMA, Adam Dunn, said that the planning scheme amendment was timely. "The recent disastrous flooding in Queensland and northern Victoria has reminded us all of the important role that appropriate land planning can play in avoiding flood damage and risk to life.

"Unfortunately, we have a legacy of existing flooding issues within the Latrobe Valley. What we can do now is to ensure that flooding problems do not become significantly worse over time. Amendment C9 will help ensure that flooding issues are minimised into the future.

"Floods play a valuable role in re-invigorating wetlands and enriching floodplain soils and we need to live in harmony with them. With improved land planning, floods in the future should be seen as positive natural events, rather than natural disasters," Mr Dunn said.

A series of community information sessions will be held at Moe, Morwell, Traralgon, Yinnar and Tyers by appointment only, between 10am – 7pm on the following dates:
