Community feedback wanted on flood overlays for Latrobe River, Eaglehawk Creek, Rintouls Creek and Traralgon by 5 April 2024

At its February council neeting, Council endorsed to re-exhibit Amendment C131 - flood overlays update. The Amendment proposes to change flood overlays to match nine flood studies undertaken in Latrobe City between 2011 and 2023 by the West Gippsland Catchment Management Authority.

Flood overlay amendment

The Amendment will introduce flood overlays and amend the extent of other flood overlays to ensure there is a permit trigger where there are riverine flooding concerns. The permit trigger will mean that the floor level of a new house is built above the probable maximum flood levels of a 1% Annual Exceedance Probability flood event, ensuring houses will remain safe in the event of a major flood.

Approximately 2552 parcels of land will have flood overlays added or amended and 771 parcels of land will have flood overlays removed from them. Council is exhibiting this Amendment again to allow for community feedback on flood overlays. This follows additional flood background documents being made available to the public and changes made to the mapping of flood studies for areas including the:

  • Latrobe River
  • Eaglehawk Creek
  • Eel Hole Creek
  • Rintouls Creek
  • Tyers River
  • Upper Traralgon Creek
  • Morwell North West
  • Urban Traralgon

Submissions that have already been made to Amendment C131 will be considered alongside any new submissions to the re-exhibited Amendment.

Flood overlay consultation

Mayor of Latrobe City Council, Councillor Darren Howe, encouraged people to help shape flood overlays in Latrobe City. "You can attend a drop-in session to learn more about the Amendment in March. Submissions received will be considered and proposed changes will be summarised and presented at a future council meeting," said the Mayor.

Submissions close on 5 April 2024 and can be made via council's Have Your Say website. Amendment C131 does not create any flood risks but recognises an existing risk so landowners can make appropriate decisions about future development.
