HOT SPOTS – LATROBE POLICE LAUNCH EYEWATCH
Latrobe Police in conjunction with Victoria Police’s Safer Community Unit and Neighbourhood Watch (NHW) Victoria are excited about the launch of its new eyewatch Facebook page for the Latrobe Police Service Area.
Those who ‘like’ the eyewatch - Latrobe Police Service Area Facebook page will be able to receive and access local police information, breaking police news and crime prevention and safety tips in real time.
Officer in Charge of Victoria Police’s Safer Communities Unit in Melbourne,
Inspector Tony Langdon said, "We chose the Latrobe Police Service Area because of the close linkages with the community and the success of its modern NHW Program."
"Latrobe demonstrated its commitment to the program when it created its inclusive whole-town model for NHW meetings, which ensured no area misses out on the benefits of belonging to NHW."
"It then followed up with its whole-city Latrobe Crime Watch News, which sets the standard for NHW newsletters."
Victoria Police administrators from the Latrobe Area Police Command, Criminal Investigation Unit, Traffic Management Unit, District Information Unit and Community Liaison/Neighbourhood Watch will post information on missing persons, appeal for the public to help solve crimes and identify offenders, release images of stolen property, publish traffic blitzes and traffic issues and provide community safety and crime prevention tips.
This initiative is continuing the dynamic changes of the Latrobe Neighbourhood Watch Program which commenced three years ago when we started this electronic newsletter. We are now bringing Latrobe NHW into the modern electronic world by offering the community the ability to monitor crime trends through the Facebook social media phenomenon.
Local Area Commander for the Latrobe Police Service Area, Acting Inspector Jan McNally, stresses "Whilst we will be engaging with the Latrobe public through the Latrobe eyewatch page, the public must not view it as a replacement for calling 000 (Triple Zero) in an emergency."
"It is vital the Latrobe public continue to use 000 as the medium for reporting crime or if they are in danger."
"Information on our page will mostly be posted during standard office hours and we will attempt to reply within a 24 to 48 hour time bracket."
eyewatch is designed to empower the community and encourage participation in crime prevention programs and activities, which are directed at ensuring community safety. Everyone can participate from their lounge rooms, whilst in the work place, university or school, whilst out driving or using public transport and even whilst walking around the shopping centre.
Latrobe’s Community Liaison Officer and Neighbourhood Watch Coordinator, Leading Senior Constable Brett Godden, is an administrator of the new page. He says, "We want to encourage people of all ages to like our page so they can be informed of local issues."
"I am excited to be a part of the expanding Latrobe Police Neighbourhood Watch program. We know we are kicking goals when police members come to me with information for publication rather than me begging them for something I can include on the newsletter. We have unfortunately sometimes had to prioritise the requests."
"Now with eyewatch I will be able to publish requests for public information from all members rather than having to exercise editorial control."
Local Facebookers are already aware of the Senior Constable Brett Facebook page, which has been bringing local Latrobe news to the public for a couple of years.
This Facebook page will continue to service the three other Eastern Region Division Five local government areas of Baw Baw, Bass Coast and South Gippsland. However, as Victoria Police Continues to instigate its eyewatch program, that Facebook page will be progressively phased out as each of these LGA’s launch their own eyewatch pages.
The new eyewatch - Latrobe Police Service Area is the first for Division Five, but it will not be the last.

ANNUAL NHW POLICE SHOWBAND AND PIPE BAND CONCERT
Eastern Region Division 5’s Neighbourhood Watch/Safer Community Group is pleased to announce the Victoria Police Showband and Police Pipe Band will once again be performing at Morwell’s Kernot Hall.
This ever-popular annual event featuring these very entertaining world-class bands will will be held on Wednesday 12th June. The evening commences at 7.30pm with doors opening at 7.00 pm.
The cost for tickets remains at the unbelievably low price of $7.00 per head, which includes a light supper at interval provided by the local Morwell Lions Club.
Our police Neighbourhood Watch Coordinator and Community Liaison Officer, Leading Senior Constable Brett Godden, said "The bands genuinely love the Morwell concert and look forward to our hospitality each year. The crowd is always welcoming and appreciative."

MARCH NEIGHBOURHOOD WATCH/SAFER COMMUNITIES GROUP REPORTS
CHURCHILL and DISTRICT MEETING and CRIME REPORT
PREVIOUS ISSUES: Nil issues notified.
ROBBERY - 1 for March (Nil February) - The victim was approached by two males on 13th March in Monash Way. A male, described as wearing jeans and runners approached the victim threatening him and stealing a wallet containing cash and identification documents.
ASSAULTS - 10 for March (4 February) - Eight offenders charged. Two drivers were victims on 17th March in Monash Way when unknown offenders threw rocks from a nearby embankment onto vehicles. Police are patrolling this area on a regular basis before these types of activity result in a serious accident.
ARSON - 2 for March (Nil February) - One offender charged whilst police are investigating a deliberately lit fire in Mathieson Park which caused damage to an open grass area and part of a building.
PROPERTY DAMAGE - 12 for March (9 February) - Three offenders charged. Police are investigating the spate of damages to vehicle by offenders throwing rocks. A number of the damages have been on residential premises where a window has been smashed by rocks or similar with no attempt to enter the premises made.
BURGLARY - 5 for March (4 February) - Freedom Fuels Service Station and the Churchill Cricket Club were both burgled twice during March. Freedom Fuels was broken into via smashed glass doors on 2nd and 31st March. On both occasions, soft drink was stolen whilst the Cricket Club was burgled on 3rd and 18th March where windows were the point of entry with alcohol stolen.
THEFT FROM MOTOR VEHICLE - 5 for March (3 February) - One offender charged with two counts of theft from motor vehicle and one count of attempted theft from motor vehicle. Coins and a vehicle manual were stolen from a vehicle with windows left partially down in Blackwood Cres overnight 19th March.
THEFT OF MOTOR VEHICLE - 1 for March (1 February) - The only vehicle stolen during March has been recovered.
THEFT - 3 for March (3 February) - One offender charged whilst police are following up a suspect in relation to a theft in Dunbar Gr on 4th March. A mobile phone was stolen from a residence on the 14th March from Switchback Rd.
ISSUES RAISED MARCH: Nil issues notified.
MOE/NEWBOROUGH MEETING and CRIME REPORT
PREVIOUS ISSUES: Scams sent through the mail – Discussion on avoiding becoming a victim. Condition of Ollerton Reserve – Letter sent to Latrobe City. Will follow up with CFA.
ROBBERY - 1 for March (2 February) - One offender charged with attempted armed robbery.
ASSAULT - 20 for March (22 February) - 21 offenders charged. Eleven of the incidents came to notice as a result of family violence incidents. In the only incident where an offender has not been charged police have identified suspects and are making follow up investigations.
ARSON - 1 for March (Nil February) - On 10th March unknown offenders set a hedge in Kent St alight causing minor damage.
PROPERTY DAMAGE - 25 for March (29 February) - Four offenders charged. Overnight 15th March there were windows damaged in Fowler St, Langford St, Lloyd St and Kingsford St. Evidence suggests no attempt to enter the vehicles or premises. A retail premises in Rutherglen Rd was targeted by graffiti offenders three times during March.
BURGLARY - 14 for March (13 February) - One offender charged. In February there were two burglaries in Sweetwater Pl with another two during March as well as an attempted burglary. In both incidents unknown offenders entered the premises through a rear window.
THEFT FROM MOTOR CAR - 23 for March (2 February) - Two offenders face numerous charges of theft from motor vehicle after a number of car badges were stolen from various vehicles across the Moe/Newborough area. Hawker St had three thefts with two each in Fowler St, Langford St and Walhalla Rd.
THEFT OF MOTOR VEHICLE - 1 for March (1 February) - The vehicle stolen during March has been recovered.
THEFT (OTHER) - 20 for March (14 February) - The Moe Racecourse had two thefts during March. Overnight 8th March three fire extinguishers were stolen from trucks at a work site on course whilst on 24th March twelve commercial sprinklers were stolen. There were six thefts that involved drive offs from petrol stations.
ISSUES RAISED MARCH: Meeting cancelled due to public holiday.
MORWELL MEETING and CRIME REPORT
PREVIOUS ISSUES: Graffiti and recidivist offenders – Strategies discussed – March or April newsletter to be dedicated to this ongoing Latrobe wide issue.
ROBBERY - 2 for March (1 February) - Two offenders charged. Police are investigating an armed robbery at a Caltex Service Station on 16th March. An armed male entered demanding cash. The attendant provided cash and the offender left the store heading towards Latrobe Rd. The offender is described as male, 160cm, skinny build, dark hair, dark eyes, fair skin, dark hoodie, dark tracksuit pants.
ASSAULT - 25 for March (31 February) - 20 offenders charged with police following up suspects in five other incidents including an unlawful assault which occurred in a shop in George St on 5th March. A male approached a young female making inappropriate comments causing the victim to be too scared to leave the store.
ARSON - 3 for March (8 February) - Two fires were committed on 13th and 14th March at a residence in Bridle Rd. On both occasions they appear to be deliberately lit causing minor damage. A fire was lit in two locations between the disused Morwell tip and Gippsland Water on 12th March with minor damage caused.
PROPERTY DAMAGE - 35 for March (22 February) - Eleven offenders charged. A number of the damages involved windows of residences being smashed with various objects with no apparent attempt to enter the premises. Overnight 23rd March two gas meters were damaged in Crinigan Rd.
BURGLARY - 12 for March (11 Feb) - Seven offenders charged. In two incidents activated alarms disturbed offenders causing them to leave without stealing anything. Laptops, computer equipment and a one-metre toy boat were amongst the items stolen.
THEFT FROM MOTOR CAR - 19 for March (7 February) - Six incidents involved petrol syphoning from vehicles parked in residential driveways. Three occurred in Mc Millan St with one each in Margaret St, Ash St and Cynthia St. Overnight 10th March a purse was stolen from an unlocked vehicle in Bellarine Circuit. Before the victim noticed the purse stolen and reported the theft the credit cards contained inside were used numerous times.
THEFT OF MOTOR VEHICLE - 4 for March (3 February) - One offender charged. Two of the vehicles have been recovered. XXE966 a 2000 Mitsubishi Sedan green in colour was stolen on 6/3/13 from Holmes Rd. NWO687 a 1992 Toyota station wagon silver in colour was stolen on 30/3/13 from Hoyle St.
THEFT - 13 for March (12 February) - Four offenders charged. A number of gas bottles were stolen from a yard in Saskia Way overnight 12th March. Police are following up a suspect in relation to a theft of petrol from Freedom Fuels.
ISSUES RAISED MARCH: The next meeting will be held on Wednesday 8th May due the coordinator being unavailable on the 1st. Issues raised about unruly residents in Heywood St with Brett for follow up. A discussion was held about graffiti trends.
TRARALGON MEETING and CRIME REPORT
PREVIOUS ISSUES: Tax Office scam received - Discussion re scams/phone calls targeting the Valley at the moment.
CULPABLE DRIVING - One offender charged with two counts of culpable driving causing death.
SEX OFFENCE - One offender charged with wilful and obscene exposure during March.
ROBBERY - 1 for March (Nil February) - On 6th March a male offender entered a store in Franklin St demanding cash and threatening staff. The male was given cash and left the store heading in a southerly direction along Franklin St.
ASSAULT - 35 for March (26 February) – 29 offenders charged. Police are following up six suspects for other assaults, four of which occurred in or near licensed premises.
ARSON - 2 for March (1 February) - One offender charged with criminal damage by fire. A fence and shed in Cameron St were damaged by fire on 2nd March.
PROPERTY DAMAGE - 33 for March (19 February) - Eight offenders charged. A number of vehicles parked in a car park off Kay St had panel damaged consistent with offenders kicking the panels overnight 8th March. Two vehicles were "keyed" whilst parked at the Traralgon Football Club on 2nd March.
BURGLARY - 16 for March (6 February) - Two offenders charged. Six burglaries involved the theft of laptop computers. In most cases the victims were unable to provide serial numbers which could help identify the computers if located. Police advise it is a good practice to record identifying numbers of electrical items.
THEFT FROM MOTOR VEHICLE - 18 for March (7 February) - One offender charged. Overnight 17th March two unlocked vehicles were entered in Alexandra Ave with sunglasses, CDs, a GPS unit and tool box stolen. Number plates stolen from a vehicle in Poplar Ave were used later in a petrol drive off.
THEFT OF MOTOR VEHICLE - 3 for March (3 February) - All vehicles stolen during March have been located with one burnt out.
THEFT - 14 for March (18 February) - Two offenders charged whilst police are following up suspects in three other thefts. Three of the thefts were petrol drive offs from local service stations with two being committed by offenders driving vehicles with stolen plates.
ISSUES RAISED MARCH: Nil raised. Discussion held about intervention orders and court procedures.
BOOLARRA/YINNAR DISTRICT CRIME REPORT
ARSON - 1 for March (Nil February) - On 26th March at approximately 6.00pm a vehicle which later turned out to be stolen was located alight off a track off Ten Mile Creek Rd, Delburn. Approximately 200 square meters of bush was damaged as well as the vehicle being destroyed.
PROPERTY DAMAGE - 1 for March (1 February) - Between 1st and 4th March unknown offenders damaged a site office and on-site excavator at a construction site in Yinnar-Driffield Rd. There was also an attempt to force a gate lock but evidence suggests only damage was done.
BURGLARY - 1 for March (Nil February) - Overnight 2nd March unknown offenders broke into a residence in Austin St, Boolarra via a bathroom window. Once inside they ransacked a number of rooms stealing coins, jewellery, an iPad and a laptop. There was also an attempt to break into a construction site in Yinnar Driffield Rd.
THEFT OF MOTOR VEHICLE - 1 for March (Nil February) - Police are following up a suspect in relation to the theft of a vehicle from Monash Way, Boolarra. The vehicle has been recovered.
THEFT - 1 for March (Nil February) - Between 1st and 31st March unknown offenders entered an open shed on a property in Vaggs Rd and stole an orange and white Husquvana chainsaw.
YALLOURN NORTH MEETING and CRIME REPORT
PREVIOUS ISSUES: Security Issues – general discussion about household and personal security to prevent theft.
ASSAULT - 1 for March (1 February) - One offender charged with unlawful assault as the result of a family violence incident.
ARSON - 1 for March (Nil February) - On 15th March unknown offenders set a rubbish bin alight in Purvis Rd. The fire destroyed the bin but caused no other damage.
PROPERTY DAMAGE - 1 for March (1 February) - Overnight 10th March unknown offenders damaged eight totem poles along the Moe-Glengarry Rd. Six of the poles were snapped at the base and discarded in a nearby drain.
BURGLARY - 2 for March (1 February) - Two offenders face two charges of burglary whilst another offender will face one charge as a result of two incidents during March.
THEFT FROM MOTOR CAR - Nil for March (1 February)
THEFT (OTHER) - 1 for March (2 February) - Between 22nd and 26th March unknown offenders entered a rural paddock on Pony Club Rd stealing three rolls of barbed wire and three rolls of sheep hinge wire mesh.
ISSUES RAISED APRIL: The next meeting is the Yallourn North AGM and will be held on Wednesday 5th June - this is a week earlier than usual due to the concert. Property damage - specifically the totem poles which were damage (and mentioned in the crime report) and the sign at the front of the primary school has been damaged.

CRIME STOPPERS VICTORIA – TRAILER REGISTRY
Hundreds of self-haul trailers are stolen from around Australia each year with many of them re-birthed and on-sold.
To combat this, Crime Stoppers in partnership with satellite tracking company Vipertrak, has created an online register.
TrailerRegistry.com.au is a free website where members of the public can post, review and report information about their trailers.
If a trailer is stolen, the listing can be updated and the information will be available to the general public.
The main functions of this registry are:
- Provide a Safe place to store information about your trailer so that in the event that it is stolen you have a record of its details
- Provide and maintain a database of stolen trailers in Australia to help stop the on selling of stolen trailers.
- Educate and inform people of the growing threat of trailer theft and provide information to help prevent it in the future.
The registry’s website provides hints on how to protect your trailer through placing secret marks on it, taking photographs, registering in and installing a tracker. It also gives the buyers of second hand trailers a way to check and see if the trailer has been stolen before going ahead with a potentially illegal purchase.

NEIGHBOURHOOD WATCH SENTINEL MAGAZINE
The Sentinel Magazine is the official journal of Neighbourhood Watch Victoria. It is a quarterly publication and is an important communication tool for NHW volunteers as well as for the general public. It promotes NHW activities and successes as well as providing practical crime prevention and community safety information and strategies.
Neighbourhood Watch (NHW) is a community based crime prevention program. Its aims are to minimise the incidence of preventable crime, particular, burglary and theft. NHW is the most successful police/community crime prevention partnership because it sees Victoria Police working willingly and corroboratively with community volunteers to reduce crime locally.

HOT SPOTS – POLICE NEED THE PUBLIC’S HELP
ARMED ROBBERY AT INSTA CASH
At approximately 5.30pm on Wednesday 6th March, 2013 an unknown male offender entered the Insta Cash store in Franklin Street, Traralgon.
Once inside the store he made a demand for money and was handed cash by a female attendant. The male, who was armed with a crow bar, placed the money in a duffle bag and he left the store heading towards Church Street.
Description: 20 - 30 years old, Caucasian, short light coloured hair with an athletic build. He was wearing a light coloured long sleeve shirt, fawn coloured pants and distinctive white slip on shoes with a black stripe. He was also carrying a blue coloured bag.
Police urge anyone with information relating to this offence to contact Detective Constable CARROLL at Latrobe Crime Investigation Unit on 5131 5047 or Crimestoppers on 1800 333 000.
HOT SPOTS – POLICE NEED THE PUBLIC’S HELP
MAKE YOURSELF AWARE OF SCAMS DOING THE ROUNDS
Latrobe Police report people are still falling prey to the Microsoft Scam where the victim receives a phone call from someone saying they are from Microsoft and had found a problem on the victim's computer and then asks for remote access. The victim gives the offenders access to their computer, enabling the scammer access to all information on the computer including online services such as banking and passwords.
Companies like Microsoft and banks will never ring you out of the blue and ask for computer access or your identity and banking details. Remember, if you did not instigate the call, do not trust the person on the other end of the line.

PARKING ON NATURE STRIPS
At last month’s Morwell Neighbourhood Watch and Safer Communities’ Group meeting, it was requested we include in this newsletter some information on the laws relating to parking on nature strips. This is an offence under the Road Safety Road Rules 2009 and is covered under Clause 197, which makes it an offence to stop on a path, dividing strip or nature strip and reads;
(1) A driver must not stop on a bicycle path, footpath, shared path or dividing strip, or a nature strip adjacent to a length of road in a built-up area, unless –
(a) the driver stops at a place on a length of road, or in an area, to which a parking control sign applies and the driver is permitted to stop at that place under these Rules; or
(b) the driver's vehicle is a motor cycle and the driver stops in a place where the motor cycle does not inconvenience, obstruct, hinder or prevent the free passage of any pedestrian or other vehicle; or
(c) the driver is using a vehicle for the purpose of the operation of a detection device prescribed for the purposes of section 66 of the Road Safety Act 1986.
Penalty: 3 penalty units. (one penalty unit is $141. therefore $141 x 3 = $423)
When parking always remember to;
- keep your left (passenger side) wheels as close to the kerb as possible;
- leave at least one metre between cars if you are not using a parking bay;
- park facing the direction of travel for vehicles on your side of the road (in other words, on the correct side of the road);
- park so as you do not obstruct pedestrians, driveways or traffic;
- park completely within a parking bay or between the marked lines;
- leave three metres of road between your car and a car parked opposite you;
- park at least 1 metre from a fire hydrant;
- park at least 3 metres from a post box;
- park at least 10 metres from an intersection (no lights) and safety zones;
- park at least 20 metres from bus stops, children’s crossings, intersections with traffic lights, level crossings, pedestrian crossings and tram stops; and
- check parking signs for time limits, restrictions and permit requirements.
