Baw Baw Council meeting snapshot - Wednesday 8 November 2023
Baw Baw Shire Council discussed community grants, endorsed a Youth Strategy draft, and addressed governance matters. The Mayor highlighted World Kindness Day. Meetings are public and live-streamed.
To keep our community up to date with key council decisions, outcomes and plans; here is a snapshot summary from council's Wednesday 8 November council meeting.
At the recent Baw Baw Shire Council meeting, decisions included addressing disabled access, adopting the Yarragon Township Plan, and approving road repairs
Petitions
Petition for improved disabled access to Baw Baw physiotherapy, Drouin
- Council received and noted this petition signed by a total of 50 signatories
- Council will refer to the Chief Executive Officer for consideration and action, and will advise the lead petitioner in writing of the outcome
Planning and development
Yarragon township plan and urban design framework
- Council adopted the Yarragon Township Plan and Urban Design Framework
- Council noted the submissions received for the Yarragon Township Plan and Urban Design Framework and will advise the submitters in writing of council's decision
PLA0338/22 - 46 Norman Road, Drouin
Council confirmed that in the event it had the power under section 61 of the Planning and Environment Act 1987 to decide the application, it would have issued a Notice of Refusal to grant planning permit PLA0338/22 in accordance with the grounds in the delegate report.
Petition response - Waterside Drive, Crystal Waters, Drouin
- Council noted that the initial section of Waterside Drive was constructed as a collector road and can fulfil its planned function and the importance of road network connectivity within residential areas, which is reflected in the Baw Baw Planning Scheme
- Council does not take steps to amend the Drouin PSP to remove the extension of Waterside Drive and will advise the lead petitioner of council's decision
Community infrastructure
Localised road pavement repairs at various locations within Trafalgar
- Council accepted the quote submitted by Fowlers Asphalting for $1,066,369.76 (inc. GST) for these works under council's Civil and Ancillary Works Panel - CON2020043
Strategy and performance
Community grants program round 1 - Community Programs and 2023/24 Minor Capital Work
- Council noted the outcomes of the 2023/24 Round 1 Community Projects grant applications, and approved the 2023/24 Minor Capital Work grant applications as per the Assessment Panel recommendations
Youth Strategy 2024-2028 Initial Draft for Release for Public Consultation
- Council endorsed the draft Youth Strategy to proceed to public consultation between 9 November 2023 and 15 December 2023
Governance and services
Road adjoining - 18 Mason Street, Warragul 12492 Folio 115 - Road discontinuance and sale
- Council, for the road located at 18 Mason Street, Warragul, authorised officers to give public Notice of the Intention to Discontinue the Road known as Volume 12492 Folio 115 under Section 206 and Schedule 10, Clause 3 of the Local Government Act 1989 in order to enable sale of the road
- Council authorised the Chief Executive Officer to sign all associated paperwork to complete the sale of the subject land known as Volume 12492 Folio 115 to Housing Choices Australia Limited ABN 385 731 870 for the sale price of $75,000
Strachan Park Reserve - Proposed lease to Optus Mobile Pty Ltd - Telco Tower
- Council granted a twenty (20) year lease of four (4) x five (5) years to Optus for the purpose of constructing, maintaining and operating a telecommunications network at Strachan Park Reserve 1 on Plan of Subdivision 732874C Volume 11535 Folio 062 - 40 Tarwin Street, Warragul and authorise the CEO to sign all associated paperwork
Instrument of appointment and authorisation under the Planning and Environment Act 1987
Council, in the exercise of the powers conferred by section 147 (4) of the Planning and Environment Act 1987, section 224 of the Local Government Act 1989 and section 313 of the Local Government Act 2020, resolve that:
- Members of council staff referred to in the instrument be appointed and authorised as set out in the instrument
- Instrument comes into force immediately the common seal of council is affixed to the instrument, and remains in force until council determines to vary or revoke it
In accordance with council's governance rules, the instrument be signed and sealed.
Mayoral minute
Mayor McCabe used the Mayoral Minute to say that it would be her last Mayoral Minute for this term (Mayoral election is held next Wednesday, 15 November) and spoke about World Kindness Day. Kindness is a fundamental part of the human condition, and research shows kindness boosts the immune system, and is the opposite to stress. This is a reminder to reflect on the act of being kind, and reflect on how you can make the world a better place. Be kind.
Baw Baw Shire Council council meetings are open to the public and are held at the West Gippsland Arts Centre, beginning at 5:30pm All council meetings will be live-streamed, and archived recordings will be available on the council website for viewing. The agenda for the next meeting will be available online the Friday prior to the meeting.
