Council Accepts "Black Resheet" Roadworks Evaluation Criteria

East Gippsland Shire has adopted a set of evaluation criteria to prioritise its "Black Resheet" program for roads across the shire.

At its meeting on Tuesday, Councillors voted to accept proposals in a report from the Shire’s Manager Assets, Gordon Charles

Councillors were told that the plan was to establish an open and transparent evaluation criteria for requests received for the sealing of the shires 1700 kilometres of gravel roads under Council’s annual "Black Resheet" programs.

Mr Charles said that many requests were received for the sealing of rural and rural residential gravel roads.

"In the past the selection of roads for "black resheeting" has generally been based on officers’ understanding of the issues affecting the various roads in question," he said.

"However, it is proposed that from the 2007-08 financial year onwards the selection of projects be based on an accepted evaluation process to ensure all requests are dealt with in an open, transparent and consistent manner."

Mr Charles said the evaluation process would apply to rural and rural residential gravel roads while roads located within urban areas and townships will continue to be constructed under Special Charge Schemes or other Council or external funding.

"The public concerns that initiate a "black resheet" request are the elimination of dust, the need to improve driving conditions to address issues such as ride, comfort and operating costs together with the improvement of driving safety," he said.

Criteria that will be considered for "black resheeting" include traffic volumes, strategic significance, use by school buses, safety considerations, the number of houses and public concerns.

Mayor Cr Mendy Urie said the plan provided equity and eliminated the ‘squeaky wheel’ approach.

"It also enables better planning and predictability," she said

The process will apply from the 2007/08 financial year.
