Ingram Supports Changes To Road Safety Act

Independent Member for Gippsland East, Craig Ingram, has called on the Victorian Government to address way in which traffic camera fines are issued to drivers.

Mr Ingram supported the Member for Mildura, Russell Savage, in his attempt to amend the Road Safety (Amendment) Bill to allow the PERIN court system to send infringement notices to designated postal addresses, when country residents do not have roadside mail delivery.

"Recent events have shown significant problems in issuing of traffic camera proceedings initiated by Victoria Police and Civic Compliance through the PERIN court," Mr Ingram said.

"It appears that the traffic camera infringements are issued by mail to the driver’s residential address rather than their postal address.

"Under the Road Safety Act the Traffic Camera Office is required to send all notices to the residential address, whether the registered owner has mail delivery or not.

"In many cases where a residential address has no roadside mail delivery, the fine is returned to the issuing office as "undeliverable".

"As such, the first many country residents may know of a traffic fine is when the Sheriff’s Office knocks on the door.

"The PERIN Court is reported to be receiving, on average, 300 written complaints per day, many of which are related to the questioning of the process of driver identity.

"The government does not seem to be acknowledging that there is a problem and has resisted any attempt to address the issue.

"I would like any person who has a complaint on this issue to contact my office so an accurate assessment of those affected can be recorded."

Mr Ingram said that any person who is advised by the Sheriff that there is a warrant for non payment of City Link or Traffic Camera Office fines when they were unaware of a fine (or have not received notification of a infringement) should appeal the additional costs.
