Structure Plan ChangesA number of minor changes have been made to the Wonthaggi Dalyston Structure Plan (WDSP) to accommodate for anticipated growth in the area, and to respond to the potential social and economic impact of the proposed desalination plant. By Bass Coast Shire Council - 3rd November 2008 - Back to News The changes were adopted at the October Council meeting and are a result of a review of the WDSP, funded by Regional Development Victoria.
Planning and Environment Director, Hannah Duncan-Jones, said the review of the WDSP was to ensure there was an adequate supply of appropriately zoned land to meet existing demand, and respond to demand that may emerge as a result of the proposed desalination plant.
"The review found that there was adequate land to meet the needs of residential land beyond 2030," Ms Duncan-Jones said.
"But now with a proposed desalination plant, there are a number of snowballing issues that Council needs to consider when planning on this land is proposed."
These include:
- Potential impacts of the proposed desalination plant.
- Sites for accommodation for the proposed desalination plant’s construction workers.
- Urban design that encourages physical activity, community interaction and respect for the environment.
- Sustainable residential development.
- Open space and recreation that supports the protection of significant native vegetation.
- Neighbourhood nodes that improve access to community facilities and open space.
"The next step is to work with the recommendations in the WDSP by putting together plans that will set out the roads, open space and pedestrian paths for Wonthaggi’s growth areas," Ms Duncan-Jones said.
"This will include the creation of development plans and overlays."
This process is about to start, along with a review of the Inverloch Design Framework.
The changes to the WDSP are part of the Moving Forward: Wonthaggi Dalyston Strategic Planning project, which started in March this year.
Coomes Consulting was engaged to review and update the 2006 WDSP to reflect the latest census data and policies, and the potential impacts of the proposed desalination plant.
The review process involved consultation with key stakeholders and review of relevant policies and demographic data.
