San Remo, Newhaven & Cape Woolamai Structure Plan

Public exhibition of a draft Structure Plan for San Remo, Newhaven and Cape Woolamai is expected to begin within the coming month.

Council’s Strategic Planning Coordinator Lisa Dunlop said the project was a significant one, which would plan for the future of the area for the next 15 years.

"This is an area with a lot of potential, so it is important that we get this planning done," said Ms Dunlop.

"It means future decisions will be able to be based on a solid framework.

"The Structure Plan will look at issues such as residential growth, development, traffic and car parking in these three areas," continued Ms Dunlop.

"We believe it’s important to deal with San Remo, Newhaven and Cape Woolamai together as these areas do impact on each other."

Previous consultation sessions on the project were held with local community groups and business owners in October 2006, as well as a two day community consultation workshop held in San Remo in January 2007.

"The workshop in January was undertaken to ensure a broad range of community input on this project," advised Ms Dunlop.

"Council staff and the consultants engaged to undertake the project were available at the workshop to answer any questions that people had regarding the Structure Plan."

Key general issues that have been raised from the previous consultation sessions include:

  • The three towns each have a different character and this should be acknowledged and preserved in the Structure Plan;
  • All the towns require some form of upgrade and beautification;
  • San Remo is viewed as having major facilities, whilst Newhaven and Cape Woolamai have a predominantly residential character;
  • Provision of water supply into the future is a significant concern;
  • The views gained from Churchill Island over Newhaven and San Remo are considered to be significant;
  • Residential facilities for the elderly are needed, including a diversity of housing;
  • Car parking and traffic management are very important matters for consideration;
  • There should be constraints on town boundaries and the types of developments that we have; and
  • Environmental sustainability needs to be implemented during this process.

"We will notify the public through the media when the exhibition of the draft Structure Plan takes place," stressed Ms Dunlop.

"Those people whose names are on our mailing list from the consultation sessions will be also notified by mail. If you would like to be on our mailing list please give me a call.

"We would like as many people as possible to take part in this round of consultation so a broad range of views can be considered," Ms Dunlop added.

Key issues considered under the Structure Plan include:

  •  Where should residential growth occur;
  • Where should tourism development occur;
  • How do we improve traffic and car parking;
  • How do we strengthen and improve retail and commercial areas; and
  • Ways of dealing with environment and landscape issues.

Work began on a Structure Plan for the areas in August 2006. The development of the Structure Plan will build on the work done under the Phillip Island and San Remo design framework.

Ms Dunlop confirmed that Council received $20,000 funding assistance from Department of Sustainability and Environment (DSE) and $10,000 from Tourism Victoria to develop the Structure Plan. Council has also allocated $50,000 in the current budget towards the Structure Plan.

Given the importance of the Structure Plan for Council and the community, a consultant, Hansen Partnership, has been engaged for the project.

Ms Dunlop said Hansen Partnership had a lot of experience from similar projects.

"They have worked a lot with other Councils, including Bendigo and Mornington Peninsular," said Ms Dunlop.

"They also worked with Bass Coast on the San Remo Marine Parade Concept Plan, so they are familiar with this area.

"One of the strengths of Hansen Partnership is their approach to community consultation," said Ms Dunlop.

"Community consultation is a vital part of this project, so expertise in this area is paramount."
