Submissions on Local Law 1 and Code of Conduct close Friday

Latrobe City Council has reminded those wishing to comment on its review of ‘Local Law Number 1 - Process of Municipal Government (Meeting and Common Seal)’ and the adoption of a ‘Code of Conduct’, that submissions close on Friday 26 November 2004.

Latrobe City’s Chief Executive Officer, Paul Buckley, said the review of Local Law Number One was identified as part of the good governance program for the City and the adoption of a ‘Code of Conduct’ is a statutory requirement following recent amendments to the Local Government Act.

"The current Local Law Number 1 was originally developed for the first democratically elected La Trobe Shire Council and sets out requirements and procedures for items such as the order of business at a council meeting, how the mayor is to be elected, the keeping of minutes and voting at council meetings. There have been some obvious changes to the nature of council such as the move to nine wards, so a timely review has been implemented," Mr Buckley explained.

The ‘Code of Conduct’, is a separate statutory requirement introduced following recent amendments to the Local Government Act that requires each council to develop and approve a code of conduct within six months.

"The approved code must contain processes for resolving a dispute between councillors; procedures for the disclosure of interests and conflicts of interest, and caretaker procedures addressing specified matters," Mr Buckley said.

"Once adopted the Code of Conduct must then be reviewed within six months after each general election," Mr Buckley added.

Residents can obtain or inspect a copy of the current Local Law Number 1 and the draft Code of Conduct at all Latrobe City Service Centres or via council’s website www.latrobe.vic.gov.au. Comment is invited and will be received up until Friday 26 November 2004.
