Strategic Plan For Slip

East Gippsland Shire Council is set to produce a Strategic Plan for the Slip Road area in Paynesville, and for Raymond Island.

At yesterday’s Council meeting, Council resolved to abandon the Expression of Interest process for the development of Squatters Row, instead establishing a working party to oversee the development of a Strategic Plan for the area around Slip Road and Raymond Island.

Represented on the working party will be East Gippsland Shire Council staff and Councillors, Department of Sustainability and Environment, Gippsland Ports and Gippsland Coastal Board.

The Squatters Row / Slip Road issue has created much public interest in the past 18 months.

In September 2002, the then Council resolved to call for Expressions of Interest to develop the area.

An Evaluation Panel was subsequently established for the purposes of reviewing each of the proposals, with representation from Council, DSE and Gippsland Ports.

Since that time, Council has been approached in relation to proposals affecting Slip Road and Raymond Island.

The Expression of Interest was exhibited in October 2002 and six proposals were considered by the Evaluation Panel.

The panel provided an interim report to Council in October 2003, where a draft set of criteria for the evaluation of the Expressions of Interest was formally adopted, along with a series of actions to progress the process.

The draft criteria included a significant proportion of public ownership and access be retained, no freehold residential development, limited commercial facilities and any proposal should have broad community support.

It was the intention of the Evaluation Panel to present these criteria to the Paynesville community for comment, in the context of reviewing the respective Expressions of Interest.

However, the panel has since met and recommend to Council an alternative process whereby a more considered Strategic Plan would be prepared, looking at this area in the context of the further development of the foreshore and the future of Raymond Island.
