Project Management And Design Tender For Hub Awarded

Latrobe City Council has awarded a tender for the design and project management for the Churchill and District Intergenerational Hub and renovation of the Churchill Public Hall to Prior Cheney Pty Ltd.

In announcing the awarding of the tender, Latrobe City’s chief executive officer, Paul Buckley, said it was important the community recognised the tender was awarded for design and project management, not the actual construction.

"The project has been broken into two stages. Stage One, for which this tender has now been awarded, is the appointment of a suitably qualified architectural firm to finalise the preliminary concept plans developed via consultation with the Churchill community and various stakeholders, and to provide the necessary services to administer Stage Two, which will be the construction contract - the appointment of the builder," Mr Buckley explained.

The Churchill Community Hub provides a single point of access to services such as maternal and child health centre, senior citizens centre, internet café, youth centre, library and other community meeting rooms for the town. "It will draw people together of all ages and backgrounds, providing social, educational and recreational opportunities to those in Churchill and its surrounding districts," Mr Buckley said.

Mr Buckley said that when initiating the tender earlier this year, Latrobe City set out in the search for an organisation with strong technical ability and a proven track record of successfully working with rural communities to achieve a desired outcome.

"Thirteen tender responses were received from which six were short-listed based on a criteria consisting of price, contribution to the local economy, technical capacity, proven community engagement record, project delivery track record and project management ability.

"After interviews and presentations, the project team assessed each organisation based on all the information provided. The selected tender scored highly in all criteria; and more specifically was able to demonstrate a proven track record of projects of complexity and cost, strong architectural capacity and effective community engagement skills," Mr Buckley said.

"Prior Cheney Pty Ltd will be primarily responsible for reshaping the existing concept plan with feedback from the community; finalising the full scale design; and supervising and overseeing the construction phase," Mr Buckley concluded.
