Council Position On Linfox Proposal Unchanged

Bass Coast Shire Council has voted to maintain its stance against the proposed Linfox Property Group resort development on Phillip Island.

Bass Coast’s Director of Planning and Environment, Andrew Mason said the decision at the Council meeting on 20 June related to a Victorian Civil and Administrative Tribunal (VCAT) process.

"This was not a new planning permit application for the proposed development on land adjacent to the Phillip Island Grand Prix Circuit," explained Mr Mason.

"The Linfox Property Group submitted revised plans to VCAT. As one of the parties to the appeal, Council needs to advise VCAT if the revised plans have in any way changed its position on the development proposal.

"After closely considering the revised plans, Council decided that they did not adequately address the initial concerns over the proposal."

Mr Mason said Council’s position would be presented at a VCAT directions hearing on July 6.

"We expect that a final hearing will be held in September," Mr Mason finished.

Background

In September 2006, Council decided not to grant a permit to Linfox Property Group to build 506 villas and a golf course on the site.

That decision is being appealed at the Victorian Civil and Adminstrative Tribunal (VCAT) by the Linfox Property Group.

Council received Linfox’s revised plans as they are one of the parties to the appeal.

The revised plans had a number of changes:

· The number of units has come down by 124, to 382

· The number of villages has been reduced from three to one and the buildings are now concentrated in the middle section of the site.

· Changes have also been made to the layout of the golf course, to accommodate the new design.
