Traralgon Indoor Pool Feasibility Study BeginsThe feasibility of developing an indoor aquatic and leisure facility in Traralgon is currently being evaluated, with public input being invited this week to inform the process. By Latrobe City Council - 16th October 2009 - Back to News Latrobe City Council has engaged experienced consultants, Inside Edge Sport and Leisure, to work with council to develop a comprehensive study. The consulting team will lead the process, assisted by Latrobe Leisure staff.
Latrobe City mayor, Cr Lisa Price, said the vital component of community consultation and surveying commences this week, with surveys which individuals can complete being available at council’s service centres from Thursday.
"The feasibility study will address the program and facilities needed for the Traralgon and surrounding community in line with recent and projected population and residential growth across the City.
"The study will look at the current state of play, what facilities are available, and how accessible these are for the community. It will then assess the market for an additional facility and find out what the community’s thoughts are.
"This will inform the development of options and an analysis of potential sites for another facility, followed by concept designs and costing. The feasibility analysis will provide recommendations in a report which will then be presented to council for consideration," Cr Price explained.
Similar feasibility projects for an indoor facility in Traralgon have been conducted over the past 25 years, the last being commissioned by the former City of Traralgon in 1994. The City of Traralgon also commissioned studies in 1984 and 1989 and although all three studies indicated that the construction of such a facility would be appropriate, the project did not come to fruition.
Dunbar Ward councillor, Cr Rohan Fitzgerald, said the last study was completed almost 15 years ago and much has changed in the local and regional area to suggest that there is merit in revisiting the project.
"We have been through council amalgamations, we have a growing resident base and we have also been monitoring aquatic centre trends across the state that suggest a different offering in Traralgon may assist in increasing participation in physical activity."
"A significant component of the consultation phase will also include individual sessions with key stakeholders in the local community. Apart from obvious stakeholders such as local swimming clubs, we are also anxious to gather the opinions of sporting clubs, users of the other leisure facilities in Latrobe City, local youth, the elderly, health practitioners, secondary and primary schools, commerce and community development groups and range of other residents who may be directly impacted or benefit if such a facility was constructed in Traralgon," Cr Fitzgerald said.
Latrobe City general manager Recreational and Cultural Liveability, Grantley Switzer, emphasised the importance of the study in determining what leisure developments may be delivered in Traralgon in the coming years.
"To enable council to make an informed decision in respect to future capital allocations, it is important that all the facts are known and understood. On top of the significant up-front capital cost, a consideration in this study is also the ongoing operational costs that will need to borne by ratepayers if another aquatic facility is established in Latrobe City. We are confident that the methodology being undertaken by Inside Edge will result in council being presented with a succinct summary of the community needs and the financial implications of these needs."
All residents are invited to complete individual questionnaires that seek to understand preferences for leisure and aquatic activities, services and programs. Surveys will be available at all Latrobe City service centres and leisure centres from Thursday 15 October, or questionnaires can be submitted online from Thursday by visiting www.latrobe.vic.gov.au.
It is anticipated that a final report will be presented to council in March 2010.
