Council adopts Governance Protocols

Latrobe City Council has formally adopted the City’s governance protocols. This represents a significant step in Council’s commitment to ensuring key initiatives in the area of good governance are implemented throughout the organisation.

The formal adoption also signifies the conclusion of an extensive consultation program which included all Councillors, Executive Staff and a wide range of rate payers from within the municipality.

Latrobe City Mayor, Councillor Darrel White, said that Monday night’s adoption of the protocols is a significant step in ensuring Latrobe City is at the forefront of governance operations within the local government sector.

"The consultants engaged in the project have had extensive experience in local government and have acknowledged that Latrobe is one of the first Councils in Victoria to take a proactive role in seeking to implement good governance protocols. The implementation plan for these protocols will now be designed which will result in Councillors, the Mayor, Deputy Mayor, the CEO and Council Officers all having clearer guidelines in the roles they are required to undertake, and their governance responsibilities to the people of Latrobe," Cr White said.

Whilst the project commenced in the latter half of 2003, Latrobe City has taken every care to involve the local community and key stakeholders in the final structure of the protocols. This feedback has been gathered from local Chambers of Commerce, Development Groups and a variety of other associations from throughout Latrobe City. The consultation program was recently extended to the public, with a variety of feedback generated.

Latrobe City Acting Chief Executive Officer, Paul Buckley, emphasised that consultation had been a vital phase of the project.

"The recent consultation and calling for public submissions added significant value to this project. A number of the submissions focussed on current governance practices within Council. As such, the protocols have been drafted in a manner which addresses those concerns raised and also to compliment any existing legislation."

Mr Buckley acknowledged that the new protocols will result in a variety of changes to existing procedures within Council, but also pointed out that all legislative requirements had always been met in the past and that many of the activities already being undertaken reflect best practice in terms of local government governance.

"Latrobe City has chosen to take this path as we strive to continually improve the services we offer to our ratepayers and other key stakeholders. I am hopeful that all residents of Latrobe City will in the future observe and experience the benefits of these new protocols," Mr Buckley concluded.
