Management structure review delivers further efficiencies

A reduction to the Executive and Management Team by 1.5 full time positions, effective from August 2016, will achieve another $150,000 in savings for the 2016-17 financial year. Is this the right thing?

Bass Coast Shire Council will make further savings and efficiencies following a recent review of its Executive and Management Team.

A reduction to the Executive and Management Team by 1.5 full time positions, effective from August 2016, will achieve another $150,000 in savings for the 2016-17 financial year.

Council’s CEO, Paul Buckley PSM, said Council has continued to commit to meeting community expectations, especially considering the introduction of a rate cap. This includes considering all staff vacancies and options as they arise, before seeking replacements.

"With the introduction of rate capping, and a commitment to a sustainable Long Term Financial Plan, our program of service reviews has been critical in identifying opportunities for improvements and cost savings that have now totalled over $3 million in the last two years," Mr Buckley said.

Some recent management announcements have prompted a review of the Executive and Management Team structure with General Manager Governance and Organisational Development, Mark Brady’s role being reduced to part-time and a retirement from Council’s Manager Information Services, Brian Olden.

The Manager Information Services role will be absorbed into the existing Governance Manager role to form a Governance and Information Systems Department.

"The concept that organisation structures follow strategy remains our general principle; however, these changes will require some adaptation. These changes provide an opportunity to explore alternative arrangements at a management level, which will achieve another $150,000 in savings in the 2016-17 financial year and, importantly, not impact any service delivery to our community.

"I want to thank both Mark and Brian for their ongoing support and commitment to the organisation and Bass Coast community," Mr Buckley said.

Bass Coast Mayor, Cr Jordan Crugnale, said the review and changes in the Executive and Management structure are consistent with the review process Council has undertaken to service delivery.

"Councillors have fully supported the direction our CEO has taken in the restructure and realignment of the organisation and this recent adjustment is indicative of an organisation and culture that continually reassesses and fine tunes to maximise productivity and performance," Cr Crugnale said.
