Planning and development
PLA0338/22 - 46 Norman Road, Drouin
Council confirmed that in the event it had the power under section 61 of the Planning and Environment Act 1987 to decide this application, it would have issued a Notice of Refusal to grant planning permit PLA0338/22 subject to the grounds in the delegate report.
Community infrastructure
Sports Pavilion Design and Development Policy and Fair Access Policy
Council noted the draft Sports Pavilion Design and Development Policy and Fair Access Policy and endorsed officers to undertake community consultation to seek feedback from the community and sporting clubs from 21 February 2024 to 15 March 2024.
Final Waste Services Transition Plan
Council endorsed the Final Waste Services Transition Plan and provided in-principle support for the Special Consideration Program.
Strategy and performance
Draft Municipal Early Years Plan (2024-2027)
Council endorsed the Municipal Early Years Plan (2024-2027) and will receive a report, no later than June 2026, on the two-year progress of the Municipal Early Years Plan (2024-2027).
Governance and information
Petition Response - Vigil and prayer for people of Palestine
Council moved an alternate recommendation to:
- Note the petition
- Note that this issue is not in the remit of local government
- Courtesy forward the petition to the Minister of Foreign Affairs
- Unable to organise a vigil as request
- Advise the lead petitioner of council's decision
MAV State Council - Call for Motions
Council submit the following early motion to the May 2024 meeting of the Municipal Association of Victoria State Council:
- That the MAV note the increased costs imposed on all council's by the Victorian Electoral Commission for the 2024 Local Government Elections and advocate to the Victorian Government to provide adequate support to councils by way of financial assistance
- That the MAV note the increased costs imposed on some council's by the Victorian Electoral Commission for the 2024 Ward Boundary Reviews and advocate to the Victorian Government to provide adequate support to councils by way of financial assistance
That the MAV advocate to the Minister for Local Government requesting that the implementation of the 'Local Government service Rates and Charges, Minister's Good Practice Guidelines for their use December 2023' is delayed from 1 March 2024 until 1 July 2025 to allow Local Government Victoria to fully understand the impact of the changes on council's financial sustainability, to conduct comprehensive consultation with the sector and to work with councils and the Essential Services Commission to ensure councils are not significantly impacted financially by these changes
Council authorised the CEO to make any minor changes to the wording of the motion and/or to update the motion relative to any changes to the issue that may have occurred between the council meeting and the date of its lodgement with the MAV.
Notices of Motion
Drouin Recreation Reserve Playing Surface
Council requested that the planned redevelopment of the Drouin Recreation Reserve playing surface is included in the 24/25 Draft Annual Budget, noting that the 24/25 Draft Annual Budget and accompanying report is to be presented to council no later 30 April 2024, with Drouin Football Club responsible for all decanting arrangements, including any facility hiring costs incurred outside of the municipality, during the redevelopment.
Meeting agenda
Baw Baw Shire Council meetings are open to the public and are held at the West Gippsland Arts Centre. Council Meetings will be held on the first Wednesday of the month and commence at 1.00pm for a 6 month trial period.
Following the conclusion of the trial on 30 June 2024, council will either revert back to twice-monthly council meetings at 5.30pm or resolve to continue once-monthly council meetings.
All council meetings will be live-streamed, and archived recordings will be available on the council website for viewing. The agenda for the next meeting will be available online the Friday prior to the meeting.
