Latrobe City Council Welcomes Announcement On Planning Process Improvements

More efficient and streamlined planning processes are proposed thanks to a series of actions aimed at reducing the complexity of the Victorian planning system, announced by the State Government recently.

Latrobe City Council’s mayor, Councillor Ed Vermeulen, said that improvements to the planning system would be welcome as the process can sometimes be difficult to navigate.

"Council has used opportunities to engage with the State Government in relation to improvements to the planning system including detailed submissions to various recent Advisory Committees.

"Council has welcomed the opportunity to be part of the process to review aspects of the planning system to achieve greater certainty and clarity for the community. It is encouraging to see the recent announcements by the Minister for Planning," Cr Vermeulen said.

"One significant change relates to the provision of car parking for different types of land use and development. The streamlined controls will assist in clarifying where a waiver or reduction of car parking is required as well as providing more specific and robust guidelines for applications of this nature.

"Council is currently undertaking a review of car parking issues within activity centres and the new provisions complement the work being undertaken," Cr Vermeulen said.

The State Government’s response to the Victorian Planning System Ministerial Advisory Committee findings was also recently announced. A total of 67 recommendations were identified by the committee suggesting reforms for the Victorian planning system.

Cr Vermeulen said that one of the recommendations was the introduction of the Planning and Environment Amendment (VicSmart Planning Assessment) Bill 2012.

"The VicSmart process will introduce a ‘Code-Assess’ system for assessing planning permit applications that are considered to be of a small scale nature. These might include minor urban subdivisions, extensions to buildings in flood prone areas, or creating new access points to main roads.

"At present, all applications for planning permits follow the same process, which can often result in frustration and delays. With the proposed new system simple applications may be determined in much shorter time frames.

"Whilst the specific details of the new system are yet to be announced Latrobe City Council is keen to improve its processes and has submitted its interest to trial the new system as part of the implementation across Victoria," Cr Vermeulen concluded.
