Latrobe Rolls Out Contingency Plan For Waste Service

Latrobe City Council will advertise expressions of interest for companies interested in providing waste transfer and transport services within the municipality and for landfill operators outside the municipality able to accept Latrobe City’s waste.

The decision to advertise comes as part of an interim measure to ensure that the muncipality’s waste can be disposed of whilst council awaits both an EPA decision on its works approval application and a VCAT objection in regard to the development of a landfill at Callignee South Road. Current landfill operations at Morwell North will cease after 28 February 2008.

Latrobe City’s chief executive officer, Paul Buckley said that council was expecting a decision after 17 July from the EPA in relation to the works approval application submitted in January of this year for development of a landfill at Callignee South Road.

"A planning permit application was given a notice to award subject to EPA approval on 4 June 2007. Since this date, a VCAT objection has been received from the Traralgon South and District Association and the Friends of the Traralgon South Flora and Fauna Reserve Inc.

"In order to construct the new facility to the point that it will be ready to accept waste by 28 February next year, works must commence by the beginning of September 2007," Mr Buckley explained.

"In this event, Latrobe City is implementing contingency plans in order to ensure continuity of waste services to the community," Mr Buckley added.

"Council will be advertising for companies interested in providing waste transfer and transport services within the municipality and landfill operators outside the municipality capable and willing to accept the waste generated within Latrobe City.

"Latrobe City will also advertise an expression of interest for the construction of a best practice landfill at the Callignee South Road site in the event that approval is given," Mr Buckley said.

"Our project team is preparing for all outcomes and want to be well prepared to implement strategies immediately and that includes the engagement of contractors and suppliers to construct a facility at Callignee South Road," Mr Buckley added.

Mr Buckley assured businesses and householders using council’s waste services that there will be a continuity of that service supply.

"We will ensure that all waste streams currently accepted at our Morwell landfill site will be catered for. What we cannot guarantee is that the cost will be maintained. Options costed to date see a sharp rise in costs for disposal.

"Whilst this is undesirable, cost increases are an inevitable outcome under the current circumstances," Mr Buckley concluded.
