Community Consultation Starts On Electoral ReviewThe consultation process is being initiated through a series of community workshops By Latrobe City Council - 1st April 2002 - Back to News A period of review and public consultation to discuss electoral representation within Latrobe City has officially commenced, with citizens invited to provide their opinions on how they might best be represented by Councillors. The consultation process is being initiated through a series of community workshops, information sessions, and an invitation to make written submissions.
At Monday’s Council meeting, Latrobe City Council officially commenced the process by endorsing six electoral models and calling for formal submissions.
Latrobe City’s Chief Executive Officer, Richard Hancock, said the six models had been endorsed by Council to generate discussion and encourage participation in the consultation process.
"The models show a cross section of the different options available under the Act. They discuss options for the municipality to be divided into various number of wards represented by various numbers of Councillors. They are certainly not the only options available, and we encourage submissions from people in respect of their own preferred model," Mr Hancock explained.
"Council hasn’t adopted a preferred model yet, nor has it sought to comment on the options available, as it does not wish to influence the consultation process," Mr Hancock said.
Council’s current electoral representation model comprises seven single member wards and was adopted on 17 July 1996. Section 220 of the Local Government Act requires all Councils to undertake a review at least once every six years to decide firstly, whether the number of voters represented by each Councillor is within 10% of the number of voters per Councillor for the entire municipal district, and secondly whether the existing ward boundaries are a fair and equitable division of the municipal district into wards.
"In undertaking the review of electoral representation, Council will also be encouraging submissions in respect of key issues such as: how many Councillors should there be; should the municipality be subdivided or unsubdivided; if subdivided, should there be single or multi-member wards; where should the internal boundaries be drawn; and what voting system should be used," Mr Hancock said
"We have very deliberately aimed to exceed the requirements of the Act in terms of the scope of the review and the level of public consultation, and the program Council has adopted achieves this goal," Mr Hancock said.
"The Victorian Electoral Office and the accounting and auditing firm, Duesbury’s, have been contracted to assist Council prepare electoral models and undertake community consultation. An information paper has also been prepared that is available from all Citizen Service Centres and on Council’s web page ," Mr Hancock said.
Community workshops and an information session have been organised for the following dates and will be conducted by Duesbury’s.
Monday 15 April 2002, 7pm, Moe Town Hall (workshop)
Tuesday 16 April 2002, 7pm, Kernot Hall, Morwell (workshop)
Tuesday 16 April 2002, 6pm, Kernot Hall, Morwell (information session)
Wednesday 17 April 2002, 7pm, Traralgon Council Chamber (workshop)
"There are still some vacancies for the workshops while the information session at Kernot Hall is open to all. To facilitate full discussion at the workshops we need to limit the size of each workshop. However, if demand warrants additional workshops and time allows, then we will look at scheduling further workshops," Mr Hancock said.
"This is the first stage of the process. Council will consider all submissions on 6 May 2002 prior to adopting a preferred model. There will be a further opportunity at this time for people to make additional submissions prior to the matter be finally considered by Council in June," Mr Hancock added.
