Phillip Island Waste Facility to Be Built
Upgrade to Phillip Island facility expected to cost between $8 million and $8.5 million.

The Waste Service Infrastructure Review and Gaps Analysis Report, which was presented at last Wednesday’s Council Meeting, recommended that Council explore the longer-term business case to upgrade or replace the Cowes Recycling Bank.
In a subsequent report, Bass Coast Shire Council resolved to provide a fit for purpose combined transfer station/depot on Phillip Island to replace the Cowes Recycling Bank.
The entire project to upgrade the Phillip Island facility is expected to cost between $8 million and $8.5 million.
At Wednesday’s meeting, Councillors resolved to allocate up to $80,000 additional expenditure from the 2018/19 budget to allow the project to progress.
Councillors also voted to consider funds in the 2019/20 budget to purchase land and progress the detailed design for the project and to consider funds in the 2020/21 and 2021/22 budgets for construction and inclusion in Council’s Long Term Financial Plan.
Cr Brett Tessari said the Report also identified gaps between Council’s existing waste services and facilities at Wonthaggi, Inverloch and Grantville, and industry best practice.
"The Report noted the Council’s current waste facilities in Wonthaggi and Inverloch are aging and not designed to meet the expected population growth projected for Bass Coast Shire," Cr Tessari said.
"The Report allows Council to prioritise resources and budget for services and facilities that, at a minimum are compliant with regulations and guidelines and then meet the expected population growth and demand projected for Bass Coast Shire."
