November Dates At VCAT For Rhyll DevelopmentThe Victorian Civic and Administrative Tribunal (VCAT) has set aside five days in November to hear submissions on a proposed hotel development at 1-11 Lock Road in Rhyll. By Bass Coast Shire Council - 27th August 2007 - Back to News At a VCAT directions hearing in Melbourne on Friday 24 August, the original hearing dates set for October were moved to 7, 8, 9, 12 and 13 November.
Council’s Acting Planning and Environment Director, Hannah Duncan-Jones said Council had lobbied hard to have a local hearing.
"We had requested that a VCAT session be held in Cowes," said Ms Duncan-Jones.
"There were over 400 submissions received in relation to this application, and we know that many local residents are very keen to attend the VCAT hearings.
"It is difficult for some people to travel up to Melbourne, so we were hoping that at least some of the days would be scheduled on Phillip Island," Ms Duncan-Jones continued.
‘Unfortunately VCAT did not agree to this request, but they have added two extra days."
Ms Duncan-Jones said VCAT explained that the decision to keep the hearings in Melbourne was one of resources.
"Staying in Melbourne means VCAT will have access to facilities to record the proceedings," said Ms Duncan-Jones.
"It also means that two VCAT members will be available for the hearings."
Ms Duncan-Jones confirmed that the developers would be putting out amended plans.
"Copies of the amended plans will be sent to key groups involved in the hearing," explained Ms Duncan-Jones.
"The plans will also be available for viewing at Council’s Customer Service Centres.
"Anyone who is interested in seeing the amended plans can do so after 21 September," said Ms Duncan-Jones.
Reports from both Council and the applicants will be sent out to the key groups ten business days before the hearing in November.
The original proposal is for a residential hotel on the current location of the Swan Bay Caravan Park in Rhyll. The application is for the construction of 81 hotel rooms, 91 town and three bedroom apartments, a restaurant, café, function rooms, retail shops, gynamsium, play area, atrium and swimming pool.
At the Council Meeting on 15 August 2007, a recommendation not to support the application was carried unanimously.
