The New Exeloo

The new exeloo in Chapel Street, Cowes will be open for use by mid August.

Bass Coast Mayor, Cr Veronica Dowman, said it was important to provide public amenities where they were needed.
"When Council decided to sell the land at 70 Chapel Street, arrangements had to be made to relocate the exeloo," explained Cr Dowman.
"There were a number of constraints on where the new toilet could be located. It needed to be close to the public transport interchange and there was no other public land in that vicinity.

"At the previous location, on average nearly 100 patrons used the exeloo per day. This clearly indicates a strong need to continue to provide a facility in this location and the new exeloo is less than 25m along from the original site."

Council staff worked with a number of authorities to make sure the position met road safety and access requirements, as well as liaising with local business operators.

Considerations for the siting and orientation involved responding to safety and regulatory requirements and community input, including:
• Proximity to the public transport interchange and areas of high pedestrian use
• Driver safety requirements from VicRoads
• Manufacturer input on best siting to prevent crime, including natural survellience and open location
• Access for all requirements (including wheelchair access)
• Distance from local businesses
• Direction of prevailing winds

Cr Dowman said Council had done everything it could to accommodate community and business concerns, while still addressing safety and regulatory issues. "To meet all these requirements, the siting of the exeloo has been amended a number of times," said Cr Dowman

"I appreciate some people consider the prominent site intrusive, however the manufacturer advised putting the toilet in a prominent location, preferably near a busy roadway. This would help reduce the possibility of vandalism, sexual attacks or unprovoked violence.
"Toilets need to be in places that are convenient to patrons and given the constraints we faced, we believe this is the most appropriate compromise."

Once fencing has been erected, the exeloo will be open for use. There will be planting and landscaping around the structure to improve the visual impact.
