Notice of Motion
2019/07 – Anti-Social Behaviour in Newborough
Item 9.1 | Time of decision: 55:30
Council pass this notice of Motion to write to the Department of Health regarding anti-Social Behaviour in a small Newborough area.

Collapsible Chevron Alignment Marker signs – Application for funding and sample installation

Council endorsed lodging a grant application to the State Government to fund the trial installation of collapsible or flexible chevron alignment marker signs.
Latrobe Creative Precinct – Gippsland FM Proposal to Co-locate at the precinct
Item 14.1 | Time of decision: 1:09:20 – 1:14:30
Council passed an alternative resolution to undertake an Expression of interest process in relation to the utilization of the Creative Industries Training Centre (former Latrobe Arts Centre) at the Latrobe Creative Precinct once completed. This followed from an expression of interest made by Gippsland FM.
Latrobe City Retail Strategy

Council endorsed the draft Latrobe City Retail Strategy for public exhibition as part of a planning scheme amendment and requested authorization from the Minister for Planning to prepare and exhibit the draft ‘Latrobe City Retail Strategy’ and the related proposed amendment to the Latrobe Planning Scheme.
Use of Land for a Rooming House and Associated Development (in retrospect) in the General Residential Zone at 15 Kevin Court, Traralgon

Council issued a Notice of Decision to refuse to Grant a Permit for use of land for a rooming house and associated development (in retrospect) in the General Residential Zone at 15 Kevin Court, Traralgon. The proposal does not meet strategies and objectives contained within the Latrobe Planning Scheme as the site does not offer good access to job, services and public transport. Also does not comply with the purpose and decision guidelines of the Latrobe Planning Scheme.

Council passed a motion to continue to advocate to State Government for the establishment of a ‘Regional Infrastructure Fund’ by seeking regional support, by preparation of a submission to relevant Minister and a media campaign. A review of policy, regulations and funding arrangements governing provision of utility services and infrastructure, including exploration of a possible Council led funding assistance model is also to commence
Council also endorsed writing to the State government requesting the following:
Release of the Red Tape Commissioners report ‘Reducing Red Tape and Regulatory Barriers to Growth in the Latrobe Valley – March 2017
Release of the Latrobe Valley Authority report regarding the infrastructure barriers undertaken by Mesh Planning in 2018.
An update on the State Government’s strategy regarding the establishment of funding mechanisms in order to assist the identified infrastructure barriers issues
Submission to the consultation process associated with the Draft Mineral Resources (Sustainable Development) (Mineral Industries) Regulations 2019

Council endorsed the submission on the draft Mineral Resources (Sustainable Development) (Mineral Industries) Regulations 2019.
International Engagement and Investment Strategy

Council resolved to endorse the International Engagement and investment Strategy to allow community consultation for a four week period and to advise the international relations Committee of Council’s decision.
Review of the Provision of Resources and Support to Councillors Policy

Council adopted the Provision of Resources and Support to Councillors Policy.
Service Review Prioritisation 2019/2020 & Future Years

Council endorse the following service reviews for 2019/2020:

- School Crossing Supervision Program
Council Plan 2017-2021 Annual Review

Council reviewed the Council Plan 2017-2021 in accordance with Section 125 of the Local Government Act 1989, and resolved not to make any adjustments in the current financial year to the 2017-2021 Council Plan.
