More Details Needed For Rhyll Development

Bass Coast Shire Council has asked for more information on a proposal to redevelop the former Swan Bay Caravan Park at Rhyll.

A planning permit application for the redevelopment was recently received by Council.

"This is the second proposal for redevelopment of the site," confirmed Bass Coast Shire Council’s Planning and Environment Director, Hannah Duncan-Jones.

"This application follows the December 2007 decision of the Victorian Civil and Administrative Tribunal (VCAT) to refuse the original proposal, due to its large scale, access and parking deficiencies, and poor fit within the residential area of Rhyll."

The new proposal includes a hotel of 80 rooms, 66 apartments, conference facility, three shops and restaurant, café, gymnasium and indoor swimming pool. There are 245 on site car parking spaces provided. The proposal also involves removal of vegetation.

"The applicant met with Council Planners and members of the community before putting in this new submission," explained Ms Duncan-Jones.

"These meetings focused on the need to address the issues raised in the VCAT determination.

"Our Planners have now reviewed the plans, reports and other documents provided with the application and have found that further information is required before Council can place the proposal on public exhibition," continued Ms Duncan-Jones.

"The applicant has been requested to provide this information before the application can be placed on exhibition or formally referred."

The information requested includes:

  • Further detail of the proposal, including plans and the built form;
  • Traffic and parking requirements;
  • Access details;
  • Vegetation impacts; and
  • Waste management

"We expect to receive the requested information within the next three months," said Ms Duncan-Jones.

"Then the proposal will be exhibited, with interested persons able to view the relevant information at Council’s Wonthaggi and Cowes offices.

"We know there is a lot of interest in this proposal and will certainly keep the community informed on the progress of the application."
