Monday Night's Council Meeting Round-up: March 5

A snapshot of some of the decisions made by Council at its Ordinary Meeting on Monday 5 March

Roadside Maintenance by VicRoads

Item 9.1 | Time of decision: 22:23.00

Requested the Mayor to write to the Minister for Roads and Road Safety and the Premier of Victoria advising them that the roadsides and medians under VicRoads control in Latrobe City are in a deplorable state and present a fire hazard due to lack of maintenance.

Requested increased maintenance of roadside vegetation, kerb and channel and medians to a safe, clean and aesthetically pleasing level throughout the year.

Requested that additional funds are allocated so that VicRoads can maintain the roads under their control including sweeping the kerb and channel, cleaning and mowing the medians and roadsides to the required service level agreements.

China & Japan delegation

Item 14.2 | Time of decision: 39:00.00

Approved the indicative itinerary for an outbound delegation to China and Japan over 14 days in April 2018. Endorsed the Mayor to lead the delegation and noted that the Manager, Economic Development and the International Engagement and Investment Officer will provide support to the delegation.

Newborough Football Netball Club court

Item 15.4 | Time of decision: 45:16.00

Endorsed the amendment to the Recreation Infrastructure Funding Policy.

Provided in principle support to the Newborough Football Netball Club to proceed with the pre-planning phase for the construction of the second netball court at Northern Reserve Newborough.

Requested a further report following the preplanning phase prior to entering into a formal works contract with the Newborough Football Netball Club for the construction of the second netball court.

Boolarra BMX track proposal

Item 15.1 | Time of decision: 41:40.00

Endorsed the construction of a local level BMX track at Centenary Park Boolarra by the Boolarra Community Development Group, and agreed to enter into a Memorandum of Understanding with the Boolarra Community Development Group specifying the requirements for inspections and maintenance of the track.

Street Tree Species

Item 15.8 | Time of decision: 1’03:16.00

Adopted the Suitable Tree Species List 2018 and agreed to undertake an annual review and public consultation of the Suitable Street Tree Species List during October to November 2018.

Investigate the development of iconic tree lined boulevards within each major town with the planting of exotic tree species; and investigate the planting of suitable fruiting trees and edible landscapes in public places.

GRAC

Item 15.9 | Time of decision: 1’03:54.00

Endorsed the proposal to procure the principal contractor for the Gippsland Regional Aquatic Centre via a Design and Construct procurement process and contract based on the following:

  • Functional concept design
  • Building component schedule
  • Detailed project brief

Airport Operations

Item 14.1 | Time of decision: 27:21.00

Noted the report on Airport Operations for the six month period ended 31 December 2017.

Plantations dumping

Item 15.5 | Time of decision: 47:30.00

Agreed to extend the illegal dumping subsidy to Hancock Victoria Plantations until 28 February 2019.

Working party report

Item 15.6 | Time of decision: 48:51.00

Noted the report on the Moe Bus Routes and Car Parking Working Party and requested a further report on the matter by June 2018.

Budgeree School Building

Item 17.1 | Time of decision: 1’10:58.00

[Please note this was an alternate motion from the published recommendation in the Agenda]

Authorised the Chief Executive Officer to discuss with the Department of Environment, Land, Water & Planning ("DELWP") and the Budgeree Hall Reserve Committee Inc. ("the Committee") the possible transfer to DELWP of the Council owned land and former Budgeree School Building, Budgeree ("the Building");

Requested a further report following discussions regarding possible transfer of the land and building to DELWP and options to assist the Committee to attract funds to maintain and restore the building.

User Groups and Committees

Item 17.2 | Time of decision: 1’12:20.00

Appointed the Callignee and Traralgon South Sporting Facilities User Group and Traralgon Railway Reservoir Conservation Reserve Operational Works Committee as special committees of Council and approve the respective Instruments of Delegation;

Reappointed Victory Park Advisory Committee as an advisory committee and appoint Traralgon Recreation Reserve and Showgrounds User Group as an advisory committee and approve the respective Terms of Reference; and

Approved the amendments to the Morwell Centenary Rose Garden Special Committee and Yallourn North Community Housing Special Committee Instruments of Delegation and the International Relations Advisory Committee Terms of Reference; and

Requested officers to assist committees in undertaking the expressions of interest process for membership of the community positions where required, with a further report to Council for appointment of committee members when completed.

Policy updates

Item 17.3 | Time of decision: 1’12:49.00
  1. Adopts the following policies with an effective date of 05 March 2018:
  2. Application Fee Refund Policy
  3. Asset Accounting Policy
  4. Building Over Easements Policy
  5. Demolition Works Policy

Notes that with the adoption of these policies listed, that any previous removes these policies from circulation:
  1. Audit Policy
  2. Australian Citizenship Ceremonies Policy
  3. Community Based Aged and Disability Policy
  4. Derelict, Dangerous and Unsightly Buildings Policy
  5. Essential Safety Measures Audit Policy
  6. Swimming Pools and/or Spa Safety Barrier Policy

versions are now rescinded;
  1. Makes these policies available to the public on Council’s website; and
  2. Rescinds the following policies effective from 05 March 2018
