Legislative changes mean that all Victorian Councils will now conduct mayoral elections each November, with general council elections being every four years.

In accepting the position, Cr McDonald thanked her fellow councillors for the privilege of leading the Council for the coming eight months.

"No year is an easy year and I am certain there will be many challenges ahead," Cr McDonald said.

"The year 2004 sees Council tackling several major strategic initiatives and I hope that by the end of the year many of these issues will be resolved."

Cr McDonald mentioned the Growth Management Strategy, the Recreation Strategy and the Third Railway Crossing as some of the topics facing Council.

The new mayor also spoke about the challenges the municipality faces as one of councils on the fringe of metropolitan Melbourne.

"Careful strategic planning is vital and must be carried out in an ordered and sensible manner.

"Three key areas of planning, incorporating physical, social and environmental factors, are essential.

"Maintaining and improving our road networks, carparking and the zoning of land are some of the physical factors.

"The social considerations must take in to account the character of our towns, adequate support services, aged care and social impacts on our lifestyle.

"And underpinning all this is sustainable development. Water conservation, stormwater management and the preservation of our high quality agricultural land are all important environmental factors."

Cr McDonald thanked the staff at the Council in anticipation of their support during her term and made special mention of outgoing Mayor Cr Geoff Davey. She thanked Cr Davey for his leadership and for vowed to continue to guide the Council down the path set by him.
