Work To Commence Soon On Seymour Street Car Park Construction of the new multi-storey Seymour Street car park will commence next month after formal planning approval was granted this week. By Latrobe City - 20th March 2007 - Back to News The new facility will make available more than double the car parking spaces that the current car park on the site provides.
The new Seymour Street car park will stretch between Seymour Street and Hotham Street, operate seven days a week, incorporate five retail premises abutting Seymour Street, and will include new toilet facilities to replace the existing toilet block.
Latrobe City’s chief executive officer, Paul Buckley, said council was delighted the project could now get underway.
Council granted a notice of decision to grant a planning permit on 11 December 2006. However, one objection was received which resulted in the matter being referred to the Victorian Civil and Administrative Tribunal (VCAT) and the project being delayed as a result.
Mr Buckley said that since this time, council has held numerous informal and formal mediation sessions with the objector and this week reached an agreement which will allow the development to commence. "An integral component of this agreement includes some structural and aesthetic works in Phelans Lane, including the resurfacing of the lane," Mr Buckley explained.
Mr Buckley said that a full timetable is currently being prepared by the car park developer for public release. "It is anticipated at this stage that resurfacing of Phelans Lane will commence later this month and that construction of the new car park will commence in April.
"A public information session will be conducted prior to commencement of construction to give interested persons an opportunity to view the plans and construction timetable," Mr Buckley said.
"Whilst we would have preferred to avoid any delay, we believe we have now come up with a solution which will see the preferred design of the car park go ahead, whilst those Franklin Street traders who utilise Phelans Lane will derive even more benefit from this development."
The car park and retail facility will be constructed on three levels by the Latrobe Regional Development Group. Parking will be a combination of one hour, two hour and unrestricted parking. There will also be limited opportunities to lease permanent spaces (currently proposed at 70 spaces). Details of how a lease can be arranged will be announced shortly.
Mr Buckley said there will have to be some short-term pain endured by way of fewer central parking spaces in the CBD during the construction period, to achieve the long-term gain that the project will deliver.
"Council is working with a local reference group on strategies to minimise any inconvenience during the construction phase. We will also be highlighting and publicising alternative parking arrangements in and on the edge of the CBD, many of them currently underutilised; and considering other initiatives that will encourage the retention of shoppers in the CBD while these works are being undertaken," Mr Buckley said.
Completion of the Seymour Street car park project is expected prior to the peak Christmas trading period.
"The net gain of car parking spaces in the heart of Traralgon’s CBD will help ensure the town attracts shoppers, remains sustainable and liveable, and has a vibrant future as a great place to do business in," Mr Buckley added.
