Tarwin Cove Faces Obstacles

In a letter to Bass Coast Shire Council, Minister for Planning, the Hon. Rob Hulls MP, has indicated that the proposed Tarwin Cove development faces significant obstacles and would require an Environmental Effects Statement (EES).

"The proposal for Tarwin Cove faces some significant obstacles with respect to strategic planning directions contained in the Victorian Coastal Strategy 2002 and local planning policy.

"Before any further consideration is given to the preparation of a planning scheme amendment for the proposal, I expect that Council and the proponent will liaise closely with relevant State government departments and agencies…regarding the appropriate response to strategic coastal planning principles," wrote Mr Hulls.

The Links Group, the group proposing the Tarwin Cove development, has lodged a planning scheme amendment with Council, which if approved would allow the development to proceed.

Council’s Chief Executive Officer, Allan Bawden, said Council would continue to keep the planning scheme amendment on hold.

"In view of the Minister’s advice, Council will seek discussions with the relevant bodies prior to proceeding with the exhibition of the Planning Scheme Amendment.

"The discussions will include relevant government department and agencies, the Victorian Coastal Council and Central Coastal Board," advised Mr Bawden.

The Minister indicated in his letter a number reasons why the Tarwin Cove proposal would require an EES, including:

  • There is a significant risk that the proposal could impact upon ecological values of Anderson Inlet, including its habitat values for migratory wading birds and for threatened species such as Orange-bellied Parrot.
  • The proposal could impact on or be affected by a range of other environmental issues, including hydrology, acid sulphate soils, cultural heritage, infrastructure and strategic coastal planning directions, which require detailed and transparent assessment.
  • The EES process provides an effective means of providing integrated assessment of the implications of this proposal, as well as informing and coordinating relevant statutory approvals decisions, including under the Planning and Environment Act 1987 and possibly the Commonwealth Environment Protection and Biodiversity Conservation Act 1999.

Mr Bawden said Council wrote to the Minister on 11 March 2005 seeking his advice on the need for an EES and received a reply on 19 May 2005.

"Bass Coast Councillors were subsequently briefed last week and Council is now informing the community.

"We will keep the community up-to-date regarding the discussions," Mr Bawden assured.
