Latrobe City Council Responds To Prime Minister’S "Securing A Clean Energy Future For Australia" Announcement

The Latrobe Valley will be one of Australia’s most impacted regions in the transition to a low carbon economy.

After today’s announcement by the Prime Minister of the carbon pricing policy, Latrobe City Council is advocating for immediate community engagement.

With 85% of all electricity generated in Victoria produced in our region, and around 20% of employment in Latrobe City directly or indirectly reliant on the electricity and coal mining industry, Latrobe City Council mayor, Councillor Darrell White, is urging the Government to engage with the Latrobe Valley community and commit to actions to aide in our transition to a low carbon future.

"Following today’s carbon pricing announcement, Latrobe City Council is advocating for the Australian Government to engage directly and specifically with our community. The Latrobe Valley will be the most impacted region in Australia and the scope of the adjustment is beyond the capacity of council working alone. A genuine partnership with the Australian Government is vital to ensure that we are able to successfully transition.

"Council supports the sustainable use of brown coal and recognises that it is valuable for many uses, not just power generation. We are seeking that the Government set aside a sufficient proportion of the carbon revenue for research and development into sustainable uses of brown coal and we believe that this research needs to be undertaken here in Latrobe City.

"We are a little disappointed that the government did not allocate $1 billion to impacted regions as was the recommendation in the final Garnaut report. We are optimistic that the $200 million allocated for impacted regions and communities represents funding for initiatives such as social impact analysis, which will help regions such as ours prioritise new projects.

"Whatever the outcome of the final design of the scheme, Council has a clear role to play in leading and advocating for our community. Council needs to protect our community from an adverse economic shock and we are seeking support from the federal government to conduct a social impact analysis to have a better understanding of the potential impacts for our community," Cr White said.

Specifically Council is seeking from the Australian Government:

    • Assurance that the Government will work in a genuine partnership with Latrobe City Council and our community to ensure a smooth and successful transition
    • Commitment to fund the Centre for Sustainable Research at Monash University Gippsland.
    • Immediate funding for Latrobe City Council to be able to employ Carbon Assist officers to work with households and industries during transition, provide training on energy and carbon management and identify opportunities.
    • Immediate commitment to fund independent social impact analysis.

"Latrobe City has been proactive in preparing for the transition to a low carbon future and our community has demonstrated it is prepared for change. Latrobe City Council developed its low carbon transition policy - a first of its kind – over a year ago," Cr White said.

"Our community has met with Minister Combet and Professor Garnaut, but to date, the Prime Minister has not visited our region. We are ready and willing to facilitate any conversation between our community and the Prime Minister to ease any concerns and foster understanding of what this policy means for us, and we urge the Prime Minister and her Government to engage with the people of our community as soon as possible," Cr White concluded.
